RECOMMENDATION:

It is recommended that the Board of Supervisors adopt a Resolution to support the recommendation by the Budget Committee, directing the Auditor-Controller to increase appropriations by $10,300 from unassigned fund balance in the Fish and Game Propagation Fund 006-3000-8476-RMA101 to fund up to a total of $40,000 in Propagation Fund grant awards (4/5ths vote required).  The Monterey County Fish and Game Advisory Commission’s recommendations on grant funding will return to the Board of Supervisors for final consideration.

 

SUMMARY/DISCUSSION:

The California Fish and Game Code Section 13100 establishes the county fish and wildlife propagation fund to be expended for the protection, conservation, propagation, and preservation of fish and wildlife resources, under the direction of the Board of Supervisors, pursuant to the Fish and Game Code. Funds are received through various State of California Fish and Wildlife fines issued by Game Wardens. The Monterey County Fish and Game Commission was formed by the Board of Supervisors by enacting Resolution #81-239, on April 28, 1981 for the purpose to advise and make recommendations to the Board on the expenditure of funds that benefit fish and wildlife resources in Monterey County. 

 

Notices announcing and soliciting applications as part of an annual Competitive Propagation Fund Grant program were placed in the Monterey County Weekly on December 13th, and 20, 2018 and again on January 3, 2019. The application packet was made available on December 15, 2018 and was also distributed to interested applicants (Attachment A). Applications were due January 15, 2019. A total of 11 grant applications were received with a funding request of $48,087.92 and will be placed on the Monterey County Fish and Game Advisory Commission’s agenda for consideration at the February 12, 2019 regular meeting. The attached summary (Attachment B) provides a list of applications, the sponsoring organizations and/or agencies, brief project description and requested funds. The Commission’s recommendations will return to the Board of Supervisors for final consideration. 

The Fiscal Year 2018-19 Adopted Budget includes $29,700 for this Program so an additional $10,300 is needed.  There are currently sufficient funds in unassigned fund balance that can be used for this purpose.

 

OTHER AGENCY INVOLVEMENT:

At their October 9, 2018 meeting, the Monterey County Fish and Game Advisory Commission voted to increase the FY2018-19 Grant Awards to $40,000, an increase of $10,300 which will be funded by the unappropriated Fund Balance.

 

FINANCING:

Fiscal Year 2018-19 Adopted Budget includes $29,700 towards propagation grant proposals.

The Fish and Game Commission has approved for FY2018-19 a total of $40,000.  Based on the FY2018-19 current year estimate, revenues are estimated to be $21,492 and expenditures are estimated to be $42,277.  The requested increase in appropriations of $10,300 will be financed by available uncommitted fund balance of $43,009. This action will result in an estimated ending Fund Balance of $19,219. Increasing appropriations by $10,300 requires a 4/5th vote.

 

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

The Monterey County Fish and Game Advisory Commission’s Propagation Grant Fund Program provides grant funds to qualified projects and/or programs, which help benefit the citizens of Monterey County, agencies, organizations and /or groups.  In recent years, several qualified projects have not been funded due to lack of grant funds. The increase in appropriations will enhance the ability of the Commission award grants to qualified projects.

 

In addition to the economic development initiative, the Propagation Grant Fund Program that the Commission administers helps benefit our county’s precious resources such as water quality and quantity.  Projects and programs focus on the enhancement, protection and preservation of the County’s fish and wildlife resources, such as the non-lead ammunition program done by the Ventana Wildlife Society to comply with the Board’s Infrastructure Initiative.
