RECOMMENDATION:
It is recommended that the Monterey County Water Resources Agency Board of Directors:

Approve a Professional Services Agreement with JDH Corrosion Consultants, Inc., in the amount of $173,780 to provide testing and condition assessment, engineering design, bidding support, construction management and inspection services of the cathodic protection systems for the Castroville Seawater Intrusion Project (CSIP), and Salinas River Diversion Facility (SRDF); and, authorize the Interim General Manager to execute the Agreement.

SUMMARY/DISCUSSION:
In October 2018, the Agency released a Request for Qualifications (RFQ) for cathodic protection consulting services for CSIP and SRDF. The Agency received proposals in response to this solicitation from two firms, Corrpro and JDH Corrosion Consultants, Inc. Based on the evaluation and ranking of the proposals, staff recommends JDH Corrosion Consultants, Inc., for their technical background, experience, previous work performed, and comprehensive approach to this project.

This Agreement is for a three (3) year term beginning on March 2019 and ending on June 31, 2022. A total of $80,000 will be encumbered to pay for work completed in FY 2018-19. This Agreement is to provide engineering design, bidding support, construction management and inspection services, and to complete a condition assessment of the CSIP and SRDF cathodic protection systems.
