RECOMMENDATION:
a. Receive a Cannabis Program status report on performance measurement outcomes for the
first six months of fiscal year 2018-2019; and
b. Provide direction to staff as appropriate.
SUMMARY/DISCUSSION:
The Board of Supervisors implemented a performance measurement program, Managing for Results, in 2012. The goal of the Countywide program was to create a performance-based culture while providing answers to the following questions:
• What was achieved?
• How efficiently was the work done?
• How were County of Monterey citizens helped by the effort?
To that end, the Cannabis Program has developed a set of performance measures to evaluate how the program is functioning internally and external measures that address our emerging cannabis industry. The current performance measures are a “work in progress” and will continue to be developed over time.
DISCUSSION:
The performance measurement concept was brought to the County in 2010 as a pilot project. In 2012, the Board of Supervisors directed the program be expanded and implemented countywide as the “Managing for Results Performance Measurement Program.” Performance measures help develop a performance-based culture that share data outcomes of accomplishments, efficiencies and effectiveness of our work.
Attached are the results of 10 performance measures for the period of July 1 - December 31, 2018 with brief narratives of our “Story Behind the Performance.” (Attachment 1)
FINANCING:
Multiple County departments have been involved in the process of developing and providing performance measurement data.
BOARD OF SUPERVISORS STRATEGIC INITIATIVES:
The Monterey County Cannabis Program addresses each of the Strategic Initiative Policy Areas that promote the growth of a responsible and legal Monterey County cannabis industry including industrial hemp.
