Title
Adopt Resolution to authorize the Office of Emergency Services to submit an application and designate County staff positions to authorize and execute documents and applications for the purpose of obtaining financial assistance with the California Office of Emergency Services Fiscal Year 2019 Homeland Security Grant Program.

RECOMMENDATION:
It is recommended that the Board of Supervisors adopt a resolution authorizing the Office of Emergency Services to submit an application and designate County staff positions to authorize and execute documents and applications for the purpose of obtaining financial assistance with the California Office of Emergency Services Fiscal Year 2019 Homeland Security Grant Program.

SUMMARY:
Designation of staff positions of the Auditor-Controller, Emergency Services Manager, and Emergency Services Planner, as Monterey County representatives is required for participation within the Fiscal Year 2019 Homeland Security Grant Program (HSGP).

DISCUSSION:
An application will be submitted by the Office of Emergency Services (OES) for the County of Monterey to participate in a federally funded program aimed at providing assistance to local government emergency management programs. The attached Board resolution will designate the local government staff representatives having the authority to execute documents and coordinate with the California Office of Homeland Security on behalf of Monterey County, in regard to the HSGP. The designees will execute assurances, applications, documents, and claims for the purposes of obtaining financial assistance. The federal administrative requirement to designate a staff position by title rather than an individual name will eliminate the need to submit a new Resolution to the Board each time there is a change in personnel.
