Report
RECOMMENDATION:
It is recommended that the Board of Supervisors:
Approve and authorize the Director of the Information Technology Department to execute a non-standard agreement with Harris Corporation to train Information Technology Department staff on County public safety radio network operations and maintenance, for the term of March 1, 2019 through February 28, 2022, in an amount not to exceed $50,000.
SUMMARY/DISCUSSION:
The County’s Next Generation (NGEN) public safety radio system was built by Harris Corporation. This agreement enables Harris Corporation to provide an initial 4-day onsite training for Information Technology Department (ITD) personnel.
This training is essential for continued support and operation of the County’s Next Generation public safety radio system which provides critical emergency communications for first responders throughout Monterey County. Attaining and maintaining proficiency on NGEN system operations and maintenance is an important part of the support provided by the system provider, Harris Corporation.
The proposed agreement also enables the County to request that Harris Corporation provide ITD personnel with additional types of operations and maintenance training over the course of a three-year term, as determined by County needs.
OTHER AGENCY INVOLVEMENT:
County Counsel cannot approve the agreement due to non-standard insurance provisions and non-standard signatures.
FINANCING:
The funds for payment of the costs of this Agreement have been included in the FY 2018-19 Adopted Budget for the Information Technology, Budget Unit 8436, Appropriations Unit INF002. Transactions relating to future fiscal years will be included in each respective Recommended Budget based upon the anticipated utilization of the services.
BOARD OF SUPERVISORS STRATEGIC INITIATIVES:
This training is in support of the Next Generation radio infrastructure which is operated throughout Monterey County. This infrastructure provides critical two-way radio communications for public safety and first responder agencies.
