Adopt a Resolution to:
a. Amend the FY 2018-19 Sheriff’s Patrol Division Budget Unit 001-2300-SHE001-8242 and the Sheriff’s Investigation Division Budget Unit 001-2300-SHE001-8245 to reallocate one (1) vacant Sheriff’s Sergeant to one (1) Sheriff’s Investigative Sergeant, respectively, as indicated in the attached resolution; and
b. Authorize the Auditor Controller and the County Administrative Office to incorporate the position change into the Sheriff’s Office FY 2018-19 adopted budget;

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Amend the FY 2018-19 Sheriff’s Patrol Division Budget Unit 001-2300-SHE001-8242 and the Sheriff’s Investigation Division Budget Unit 001-2300-SHE001-8245 to reallocate one (1) vacant Sheriff’s Sergeant to one (1) Sheriff’s Investigative Sergeant, respectively, as indicated in the attached resolution; and
b. Authorize the Auditor Controller and the County Administrative Office to incorporate the position change into the Sheriff’s Office FY 2018-19 adopted budget;
SUMMARY/DISCUSSION:
This request is to reallocate one (1) Sheriff’s Sergeant in the Patrol Unit to a Sheriff’s Investigative Sergeant. During FY 2018-19 budget process, a vacant Sheriff’s Investigative Sergeant position was eliminated due to budget constraints. The Sheriff’s Investigative Sergeant supervises the investigation of serious and complex crimes that occur in the unincorporated area of Monterey County. Coordinates detectives, coroner detectives, deputies and Lab personnel in the response and investigation of serious and complex crimes; reviews investigative reports for thoroughness and all elements of criminal statutes; reviews search warrants affidavits for thoroughness and accuracy prior to presentation to the District Attorney and Superior Court and other written documents as necessary, plans and implements the daily field operations of the unit; coordinates joint criminal investigations/operations with allied agencies; prepares detailed reports documenting investigations and prepares annual evaluations of detectives’ work performance. Additionally, the Investigative Sergeant supervises professional staff in both the Investigations Unit and the Coroner’s Unit. The two (2) Investigative Sergeants currently responsible for maintaining the work flow necessary to properly supervise investigations cannot effectively review required reports, search warrants and other critical documentation of fifteen Detectives.
The reallocation of the Sheriff’s Sergeants position to Sheriff’s Investigative Sergeant will increase officer safety by having an additional person available to review Investigative Division operational plans and to participate the division’s operations. The increased review of operations plans will ensure proper plans are drafted and industry standard safety measures are followed. The community will be better served with the added review of detectives’ investigations to ensure all possible leads are followed and within legal parameters.
OTHER AGENCY INVOLVEMENT:
Human Resource Department concurs with the recommendation.
FINANCING:
The cost difference between the two positions for the six months of FY 2018-19 is estimated at $9,631 and $19,850 for the entire FY 2019-20 for the top step and the cost will be absorbed by the Sheriff’s Office budget.
BOARD OF SUPERVISORS STRATEGIC INITIATIVES:
The proposed recommended action supports the Board of Supervisors administration strategic initiative. The recommended action will allow the Sheriff’s Office to continue promoting an organization that practices efficient and effective resource management by attracting, recruiting, or retaining a diverse talented workforce that supports the mission of the County of Monterey.
