a. Approve and authorize the Director of the Department of Social Services to sign amendment #1 to Agreement A-14025 with the Mexican American Opportunity Foundation, adding $69,244 increasing the contract total to $677,466, to provide child care services to eligible foster care youth placed in family care settings for an unchanged contract term of July 1, 2018 through June 30, 2020; and
b. Authorize the Director of the Department of Social Service to sign up to three (3) additional amendments to this Agreement where the total amendments do not exceed 10% ($67,746.60) of the current amended contract amount and do not significantly change the scope of work.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve and authorize the Director of the Department of Social Services to sign amendment #1 to Agreement A-14025 with the Mexican American Opportunity Foundation, adding $69,244 increasing the contract total to $677,466, to provide child care services to eligible foster care youth placed in family care settings for an unchanged contract term of July 1, 2018 through June 30, 2020; and

SUMMARY/DISCUSSION:
The Agreement with The Mexican American Opportunity Foundation provides child care services to eligible foster care youth under the dependency of Monterey County. These services support the Child Care Bridge Program in Monterey County which is funded by the California Department of Social Services (CDSS) to provide counties with the funding needed to provide child care for foster care children placed in in-home family settings.
In November 2017, CDSS issued notice to counties via All County Letter (ACL) 17-109 of the optional Child Care Bridge Program and broadened the eligibility criteria for caregivers who may receive child care services, thereby increasing the number of eligible children. This amendment increases funding to support these additional placements. The intention of this program is to alleviate common barriers to placing foster youth in family care settings by providing temporary child care services and resources to assist families in identifying long term child care.
OTHER AGENCY INVOLVEMENT:
The Auditor-Controller and Purchasing have reviewed and approved this amendment. County Counsel has approved the amendment as to form.
FINANCING:
This agreement is funded by Social Services Federal and State revenues, and State Office of Child Abuse Prevention (OCAP Funds), as well as a Maintenance of Effort (MOE) of $44,741, which is a requirement of Education Code 8279 and is funded through General Fund Contributions. The original contract included the $44,741 Child Care MOE and the balance is funded by federal and state revenues. The additional $69,244, which is for two years, is funded by federal and state revenues. Sufficient appropriations and revenues for SOC005 are included in the FY 2018-19 Adopted Budget. FY 2019-20 costs will be requested through the corresponding annual budget process.
BOARD OF SUPERVISORS STRATEGIC INITIATIVES:
This amendment correlates to the Administration and Health and Human Services Strategic Initiative adopted by the Board of Supervisors by allowing the Department of Social Services to meet the requirements of, and leverage funding from, the State Funded Child Care Bridge Program while improving the health, wellness, and safety of foster youth under the dependency of Monterey County.
