RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve and Authorize the Registrar of Voters to execute Agreement Number 18G26127 with the Secretary of State's office to receive Help America Vote Act (HAVA) Section 261 grant funds in the amount of $25,000.
b. Authorize the Registrar of Voters to accept grant funds in the amount of $25,000.

SUMMARY/DISCUSSION:
The SOS has received a federal grant under HAVA Section 261 for expenses incurred to improve polling place and website accessibility for individuals with disabilities. The County will have authority to spend the full allocation, $25,000, in this contract beginning upon execution of the Agreement through June 30, 2021.

Grant funds will be used to reimburse the county for up to $25,000 for costs of attending SOS training and conducting polling place accessibility surveys, including salary and benefits of participating employees. Qualified equipment or supply purchases necessary to make facilities accessible are likewise reimbursable. Funding for this purpose was incorporated into the Fiscal Year 2018-9 requested budget for Unit 8064.

Copies of the Amendment and Agreement are on file with the Clerk of the Board.

OTHER AGENCY INVOLVEMENT:
The requested State Standard Agreement has been reviewed and approved by County Counsel as to form.

FINANCING:
Invoices and personnel costs for accessibility activities shall be paid by Elections. Once payment is issued, Elections shall submit a claim for reimbursement to the SOS. It is anticipated the SOS will reimburse within approximately 45 days of receipt of complete claim documentation.
