RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve and Authorize the Registrar of Voters to execute Agreement Number 18G27127 with the Secretary of State's office to receive Help America Vote Act (HAVA) Section 101 grant funds in the amount of $25,000.
b. Authorize the Registrar of Voters to accept grant funds in the amount of $25,000.

SUMMARY/DISCUSSION:
The SOS has received a federal grant under HAVA Section 101 for expenses incurred to improve cyber security and infrastructure related to the statewide voter registration database, VoteCal. The County will have authority to request reimbursement of the full allocation, $25,000, in this contract beginning upon execution of the Agreement through June 30, 2021.

Grant funds will be used to reimburse the county for up to $25,000 for costs of security awareness training and security assessments, as well as activities and software or hardware that support the security of VoteCal infrastructure. Qualified expenses necessary to physically secure or update servers are likewise reimbursable, as are services to document an incident response plan or other security policies and procedures.

Copies of the Agreement are on file with the Clerk of the Board.

OTHER AGENCY INVOLVEMENT:
The requested State Standard Agreement has been reviewed and approved by County Counsel as to form.

FINANCING:
Invoices shall be paid by Elections. Once payment is issued, Elections shall submit a claim for reimbursement to the SOS. It is anticipated the SOS will reimburse within approximately 45 days of receipt of complete claim documentation.
