RECOMMENDATION:

It is recommended that the Board of Supervisors:

a.                     Approve Amendment No. 5 to Standard Agreement No. A-13441 with A & B Fire Protection and Safety, Inc. to continue to provide services associated with annual inspections and testing and on-call maintenance services and repairs to fire sprinkler suppression systems in County owned buildings and facilities to: increase the not to exceed amount by $121,770 for a total amount not to exceed $341,770 and extend the expiration date for nine (9) additional months through December 1, 2019, for a revised term from December 1, 2014  to December 1, 2019.

b.                     Authorize the Contracts/Purchasing Officer or Contracts/Purchasing Supervisor to execute Amendment No. 5 to Standard Agreement No. A-13441.

 

SUMMARY/DISCUSSION:

The County of Monterey (County) Resource Management Agency (RMA) has identified a need for A & B Fire Protection and Safety, Inc. (A&B) to continue to provide services associated with annual inspections and testing and on-call maintenance services and repairs to fire sprinkler suppression systems in County owned buildings and facilities.

 

Amendment No. 5 to the Standard Agreement (SA) between the County and A&B will allow the County to meet mandatory inspections and testing requirements while County staff works to procure these services under a formal solicitation process such as a Request for Proposals (RFP).  Initially, County staff selected A&B for their expertise and capabilities necessary to provide these services through an informal solicitation process.  On March 8, 2018, the County Contracts/Purchasing Division released RFP #10618 for a Countywide Service Agreement to provide Annual Testing and Maintenance and On-Call Fire Protection Services.  As a result, there were no interested respondents to the solicitation by the Proposal submittal deadline of April 6, 2018.  RMA staff is currently working on revisions to the scope of work which may elicit more response from potential contractors.

 

OTHER AGENCY INVOLVEMENT:

The Office of the County Counsel-Risk Management and Auditor-Controller’s Office have reviewed and approved Amendment No. 5 as to form and legality, and fiscal provisions, respectively.

 

FINANCING:

Amendment No. 5 increases the not to exceed Standard Agreement amount by $121,770, of which $54,120 is included in the RMA Facilities’ adopted Fiscal Year (FY) 2018-19 budget, General Fund 001, Department 3000, Unit 8176, Appropriations Unit RMA006 to fund Amendment No. 5.  The residual amount of $67,650 in the SA will be included in next year’s FY 2019-20 budget as appropriate.

 

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

Sprinkler system testing and inspection is required by State and Federal codes and protects occupants of County buildings by ensuring that all fire suppression systems function properly.  The recommended action supports the Board of Supervisors’ Strategic Initiatives as indicated below:
