a. Adopt a Resolution to approve closure of selected County departments and/or divisions located on and in the vicinity of La Guardia Street, Salinas, California, for the California International Airshow for Wednesday March 20th, from 3:30 p.m. to 5:00 p.m. and Thursday and Friday, March 21st and 22nd, 2019, from 2:30 p.m. to 5:00 p.m.; and for this purpose only, waive Ordinance No. 766, fixing the day and hours of operation of County offices.
b. Authorize 6.5 hours of leave with pay for employees who are not able to work due to the closure of County offices; and
c. Authorize the Auditor-Controller to add the equivalent hours (up to 6.5) of Annual Leave that an employee works at an alternative location during the closure. (ADDED VIA ADDENDA)

RECOMMENDATION:
a. Adopt a Resolution to approve closure of selected County departments and/or divisions located on and in the vicinity of La Guardia Street, Salinas, California, for the California International Airshow for Wednesday March 20th, from 3:30 p.m. to 5:00 p.m. and Thursday and Friday, March 21st and 22nd, 2019, from 2:30 p.m. to 5:00 p.m.; and for this purpose only, waive Ordinance No. 766, fixing the day and hours of operation of County offices.
b. Authorize 6.5 hours of leave with pay for employees who are not able to work due to the closure of County offices; and

SUMMARY/DISCUSSION:
On August 8, 2018, the County received a notice from Don Chapin III, President of the California International Airshow, informing the County that the Federal Aviation Administration (FAA) requires a high speed acrobatic box for acts such as the United States Air Force Thunderbirds and United States Navy Blue Angels that is “sterilized” (no personnel) for safety purposes, which would require closure and vacating of certain County office space within the corridor outlined by the FAA. This corridor includes selected County offices located on LaGuardia Street, housing certain units for the County’s Department of Child Support Services and Department of Social Services (including One-Stop Center).
The California International Airshow will celebrate its 39th anniversary show this spring and is scheduled for March 21st through March 24th, 2019 and will feature the Blue Angels. The Federal Aviation Administration (FAA) requires a high speed acrobatic box for acts such as the Thunderbirds and Blue Angels that is sterilized (cleared of all persons for safety purposes). The prior two years, the California International Airshow featured the Thunderbirds, which required practice on the Friday prior to the show. The Blue Angels are requiring three days of practice time. Therefore, staff is recommending closure from 3:30 p.m. to 5:00 p.m. on Wednesday March 20th, 2019 and from 2:30 p.m. to 5:00 p.m. on Thursday and Friday, March 21st and 22nd, 2019.
For the prior two shows in 2017 and 2018, the impacted departments offered employees the options to flex their schedules, use leave time or work at an alternative location. In order to minimize the impact on County services and employees, staff recommends minimal staffing levels at an alternative location in order to continue critical services. Employees who do not work during the closure will be provided leave with pay and employees who do work will receive an equivalent amount of hours for the hours worked, up to 6.5 hours, for use at a later time.
In order to implement the County closure of these County offices and release of employees on Wednesday March 20th from 3:30 p.m. to 5:00 p.m. and Thursday and Friday, March 21st and 22nd, 2019 from 2:30 p.m. through 5:00 p.m., County Ordinance No. 766 (Attachment B) fixing the day and hours of operation will need to be waived for this purpose only.
It is therefore recommended your Board approve the recommended actions.
OTHER AGENCY INVOLVEMENT:
The County Administrative Office concurs with this recommendation. All impacted County Department Heads were consulted and provided their input to the County office closure schedule.
FINANCING:
The economic value to provide leave with pay and Annual Leave to impacted employees is approximately $17,701 for the Department of Child Support Services and $54,753.00 for the Department of Social Services. These values represent a reduction in productivity rather than an actual expenditure.
BOARD OF SUPERVISORS STRATEGIC INITIATIVES:
The recommended action addresses the Board of Supervisors’ Economic Development Strategic Initiative and demonstrates the County’s commitment to collaborate to strengthen economic development to ensure a diversified and healthy economy.
