Title

RECOMMENDATION:

It is recommended that the Board of Supervisors, in its role as the Chief Elected Official of the Monterey County local workforce development area:

 

a.                     Approve renewal of the Agreement between the Monterey County Workforce Development Board and the Monterey/Santa Cruz Building Trades Council Training and Education Fund for the provision of Proposition 39 Pre-Apprenticeship services, and

b.                     Approve Amendment No. 2 to the Agreement to: (a) increase funds by $92,000, from $254,556 to $346,556, to fund training, follow up, and placement services to additional participants, and (b) extend the term of the Agreement to June 30, 2019; and

c.                     Authorize the Executive Director of the Monterey County Workforce Development Board to sign the Renewal and Amendment No. 2.

 

SUMMARY/DISCUSSION:

The California Clean Energy Jobs Act, Proposition 39, funded pre-apprenticeship services in order to train participants in the green industry sector.  The Monterey County WDB’s Prop 39 project serves the three-county region of Monterey County, Santa Cruz County, and San Benito counties.  The original term for the project was September 1, 2016 through September 30, 2017. 

 

The Monterey County WDB serves as the lead and fiscal agent for the Prop 39 project.  It provided services through an agreement with, among other providers, the Monterey/Santa Cruz Building Trades Council Training and Education Fund (the Council).  The Council provides Multi-Craft Core Curriculum (MC3) training. Participants are trained in green job skills in preparation for apprenticeships in the field, thereby building the energy efficiency workforce in the project’s three-county region.

 

 

On December 21, 2017, the California Workforce Development Board notified the Monterey County WDB that its Proposition 39 project was selected for additional (Round II) funding in the amount of $375,000 and that the term for providing pre-apprenticeship services was extended to December 31, 2018. 

 

The original Agreement between the Monterey County WDB and the Council for the delivery of pre-apprenticeship services expired on September 30, 2017.  After additional Round II funding was awarded in December 2017, the Agreement was renewed and amended. Amendment No. 1 reflected additional funds of $162,500 awarded to the Council, to provide pre-apprenticeship services to additional participants.  Amendment No. 1 also extended the term of the Agreement to December 31, 2018.

 

On November 30, 2018, the California Workforce Development Board notified the Monterey County WDB that the term of its Proposition 39 grant had been extended to June 30, 2019.

 

Renewal and Amendment No. 2 of the Agreement with the Council adds funding for participant training, and for support services such as follow up and placement.  Renewal and Amendment No. 2 increases the Council’s budget by $92,000, from $254,556 to $346,556 and extends the term of the Agreement to June 30, 2019, enabling the Council to serve 32 additional participants.  The Monterey County WDB approved renewal and amendment of the Council’s Agreement at its meeting of February 6, 2019.

 

Similar agreements with the Santa Cruz WDB and San Benito County WDB, which are partners and providers in the Prop 39 project, were approved by the Board on November 8, 2016 and June 19, 2018, respectively. Renewals and amendments to these agreements, to re-allocate funds for participant services, will be separately brought to the Board of Supervisors, in its role as Chief Elected Official of the Monterey County local workforce area, for consideration.

 

OTHER AGENCY INVOLVEMENT:

Parties to the original Prop 39 Agreements were involved in their development.  County Counsel reviewed the proposed Renewal and Amendment No. 2 as to form. 

 

FINANCING:

There is no impact on the County General Fund. Clean Energy Job Creation funds established by Proposition 39 - The California Clean Energy Jobs Act (SB 73 - Chapter 29, Statutes of 2013) - underwrite regional Proposition 39 Pre-Apprenticeship Support, Training, and Placement initiatives.  Prop 39 funds will be used to fund the Renewal and Amendment No. 2 to the Council agreement; they are budgeted in Fund 021 Appropriations Unit CAO036.

 

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

Approval of the Renewal and Amendment No. 2 to the Council Prop 39 agreement will create structured pathways for participants to obtain apprenticeships and will build the energy-efficiency workforce component in the three-county region.

 

                     Economic Development - Through collaboration, strengthen economic development to ensure a diversified and healthy economy.

 

                     Administration - Promote an organization that practices efficient and effective resource management and is recognized for responsiveness, strong customer orientation, accountability and transparency.

 

                     Health and Human Services - Improve health and quality of life through County supported policies, programs, and services; promoting access to equitable opportunities for healthy environments in collaboration with communities.
