RECOMMENDATION:
It is recommended that the Board of Supervisors:
Approve the proposed amendments to the Bylaws of the In-Home Supportive Services Advisory Committee.

SUMMARY/DISCUSSION:
Monterey County Department of Social Services (DSS) administers the In-Home Supportive Services (IHSS) Advisory Committee. The Committee submits recommendations to the Board of Supervisors and the Aging and Adult Services branch, including IHSS and Public Authority, providing input on Monterey County IHSS services. As a part of that effort, Advisory Committee members assess the needs of IHSS providers and consumers, study proposed legislation, and review procedures and policies. In addition, members advocate for IHSS providers and consumers in Monterey County in local and state forums.

The current version of the IHSS Advisory Committee bylaws was approved by the Board of Supervisors in February 2013. The proposed changes to the bylaws are not substantial in nature. They provide clarification on the frequency of regular committee meetings and define what an Executive Committee quorum shall be. They also clarify some language and abbreviations, as well as delete extraneous information regarding filling vacancies.


OTHER AGENCY INVOLVEMENT:
The drafted changes to the bylaws were approved by the Advisory Committee on August 21, 2018. County Counsel provided input to the Advisory Committee and approved the final version on January 25, 2019.

FINANCING:
Approval of this action has no impact on the County General Fund.
