Report
RECOMMENDATION:
It is recommended that the Monterey County Water Resources Agency Board of Directors:
Approve an amendment to a Professional Services Agreement with Wood Environmental & Infrastructure, Inc., for the performance of hydrologic and hydrogeologic modeling necessary to develop and evaluate operational components of the Agency’s Interlake Tunnel and San Antonio Spillway Modification Project; and authorize the Interim General Manager to execute the amended Agreement.
SUMMARY/DISCUSSION:
In order to perform a comprehensive evaluation of the potential benefits of an interlake tunnel between Nacimiento and San Antonio Reservoirs, as well as modifications to the San Antonio spillway, the Monterey County Water Resources Agency (Agency) entered into a Professional Services Agreement with Wood Environmental & Infrastructure, Inc. (Wood Inc.) to utilize an operational version of the County of Monterey’s recently completed historical Salinas Valley Integrated Hydrologic Model (SVIHM). The U.S. Geological Survey (USGS), under a separate Joint Funding Agreement with the Agency, was tasked to develop the operational version of the SVIHM. Because of an extended government shutdown, the USGS was delayed in the completion of the operational SVIHM. Although a significant amount of work had been completed by the USGS prior to the shutdown, to continue moving the project forward, Wood Inc. was asked to continue the configuration of the model. Once the shutdown ended, Wood Inc.’s work was verified and validated by the USGS, and the development of the operational model was jointly completed.
This Agreement amends the agreement between the Agency and Wood, Inc. in order to adjust the original scope of work and fee schedule to account for the work that was performed, at the request of the Agency, outside the original agreement.
OTHER AGENCY INVOLVEMENT:
This amendment was discussed at the Agency’s March 2019 Finance and Planning committees.
FINANCING:
The Agency’s Adopted Budget for FY 2018-19 in Fund 426 - Interlake Tunnel and Spillway Modification Project has sufficient appropriations to support the total amended agreement amount of $629,327 and it is included as a reimbursable task under the California Department of Water Resources grant of $10 million. This amended Professional Services Agreement increases the amount and scope of services identified in the original agreement with Wood Environmental & Infrastructure, Inc. by $170,252.
