RECOMMENDATION:
It is recommended that the Board of Supervisors authorize the Resource Management Agency Director or Resource Management Agency Deputy Director of Public Works, Parks, & Facilities to execute a Certificate of Completion and record a Notice of Completion for the Schulte Road Bridge at Carmel River Replacement Project, County Bridge No. 501, Federal Aid Project No. BRLO-5944 (010), Project No. 382065 performed by R.M. Harris Company, Inc.

SUMMARY/DISCUSSION:
On March 13, 2012, the Board of Supervisors awarded a contract to R.M. Harris Co. for the construction of the Schulte Road Bridge at Carmel River Replacement Project, County Bridge No. 501, Federal Aid Project No. BRLO-5944 (010), Project No. 382065. The project consisted of a new two (2) lane bridge on the existing alignment, associated approach embankment grading and paving, removal of the existing bridge, and associated improvements on Schulte Road.

The project was substantially completed on January 21, 2014. The bridge was opened for use by the public. However, one (1) of the mitigation measures in the County's permit required a five (5) year plant establishment period. The contractor was released from the project and honored the warranty period while the plant establishment occurred. Now, the plant establishment period is complete and is acceptable to the permitting authorities. Therefore, the Notice of Completion can now be filed. No contract retention was accrued for this project since Federal funds were used for the project.
