RECOMMENDATION:

It is recommended that the Board of Supervisors:

a.   Receive an update on the Request for Proposals (RFP) regarding the Old Monterey County Jail; and

b.   Provide direction to staff.

 

SUMMARY/DISCUSSION:

On August 29, 2017, Supervisor Alejo submitted a Board referral (Board Referral #: 2017.15) requesting: “Resolution to approve an RFP to solicit proposals for Adaptive Reuse of the Historic Old Monterey County Jail at 142 W. Alisal Street in Salinas (historic landmark where farmworker leader Cesar Chavez was jailed in 1970).”  On October 10, 2017, staff presented a report to the Board on the process for considering disposition of the Old Monterey County Jail (Old Jail).  A copy of that report is attached for your reference as Attachment A.  Staff was directed to solicit proposals for restoration and adaptive reuse of the Old Monterey County Jail as one final step before considering disposition of the Old Jail. 

 

RMA worked with Contracts/Purchasing to develop a Request for Proposals (RFP) including a private-public partnership (3P).  It took extra time to amend the standard County RFP template to incorporate new language for a 3P process.  In addition, staff deliberated about how to provide access to the interior space for any interested parties given the health and safety restrictions which require protective gear, including respirators.  Ultimately, staff chose to present information on hand (e.g. photos, reports, etc.) that documented the entire facility, recognizing that parties had the ability to ask questions through the RFP process or make a proposal contingent on a tour of the facility which would include the interior space.

 

RFP  No. 10070  was released on December 13, 2018.  The standard solicitation period for capital projects is about four (4) weeks; however, this RFP was out for a nine (9) week solicitation period.  This RFP was advertised in the typical places for capital projects; the Monterey County Weekly (MC Weekly), the Contracts/ Purchasing solicitation center web-page, and posted on the Resource Management Agency (RMA) website.  In addition, staff sent direct email to the Alliance of Monterey Area Preservationists (AMAP) so they could distribute to any known interested parties. 


The deadline for written questions was January 17, 2019 at 3:00 pm.  No questions were received.   The deadline to submit proposals was February 14, 2019 at 3:00 p.m.  No proposals were received, and there was no contact from any party to indicate interest or to request additional time. 

 

Upon notification of the results, Supervisor Alejo inquired about consideration of an additional 60 days to solicit proposals.  Staff noted that we would present this report and seek direction from the Board. 

 

OTHER AGENCY INVOLVEMENT:

RMA has worked in collaboration with the County Administrative Office (CAO) Contracts/Purchasing Division and the Office of the County Counsel-Risk Management in the RFP development and process. 

 

FINANCING:

Staff developed and processed the RFP.  As such, the only outside expense for this effort was advertisement of the RFP in the MC Weekly.  Costs for disposition of the Old Jail will depend on the ultimate Board direction. Once staff receives direction, we will evaluate costs for the Board to consider.
