RECOMMENDATION:
It is recommended that the Board of Supervisors:
Approve and authorize the Acting Director of the Department of Social Services or his designee to transfer a vehicle to a sub-contractor or to the California Department of Aging.

SUMMARY/DISCUSSION:
Monterey County Department of Social Services, Area Agency on Aging (AAA) contracts with California Department of Aging (CDA) to provide an array of services to seniors in Monterey County. The AAA acts as a pass-through agency and sub-contracts the funding to local non-profit agencies. State contract requirements mandate that equipment purchased with grant funds belongs to CDA.

The Alisal Union School District has turned in a vehicle previously used to deliver meals to senior centers in Salinas. The 2001 Dodge Dakota is serviceable with some moderate repairs and could be useful to a similar program in Monterey County or another county agency. The AAA would like to transfer the vehicle to another interested local agency or back to the CDA for issuance in another county.

OTHER AGENCY INVOLVEMENT:
California Department of Aging has provided guidance and agreed to the transfer of the vehicle to another agency.

FINANCING:
This is a transfer of an asset from an existing subcontractor. Approval of this action has no impact on the County General Fund Contributions.

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:
This Agreement correlates to the Health & Human Services Strategic Initiative adopted by the Board of Supervisors by working towards the goals of improving health and quality of life outcomes by providing outreach and supportive services to seniors.
