Adopt a Resolution to approve distribution of Fish and Game Propagation Fund grants in the amount of $31,700 for 10 specific projects for Fiscal Year 2018-2019.

 

Report

RECOMMENDATION:

It is recommended that the Board of Supervisors adopt a Resolution to approve distribution of Fish and Game Propagation Fund grants in the amount of $31,700 for 10 specific projects for Fiscal Year 2018-2019.

 

SUMMARY/DISCUSSION:

The Monterey County Fish and Game Advisory Commission received ten (10) Fish and Game Propagation Fund grant applications for Fiscal Year 2018-2019.  Board Resolution 81-239 requires all expenditures using County Fish and Game Propagation funds to be approved by the Board of Supervisors.  The Competitive Grant Applications were legally noticed (Attachment B) in the Monterey County Weekly on December 13th, and 20, 2018 and again on January 3, 2019. The application packet was made available on December 15, 2018, was distributed to interested applicants and due on January 15, 2019.  The Propagation Grant Fund item was considered by the Monterey County Fish and Game Advisory Commission at regular meeting on February 12, 2019 regular meeting (Attachment C). 

 

The Commission recommended that the Board of Supervisors consider and approve the following grants in the amounts shown in the 2018/19 Propagation Fund Grant Award Summary (Attachment D). 

 

OTHER AGENCY INVOLVEMENT:

Monterey County Fish and Game Advisory Commission considered this matter on February 12, 2019 and voted to recommend approval of the ten (10) grants listed in Attachment D, 2018/19 Propagation Grant Award Summary.   The draft meeting minutes from the February 12, 2019 meeting are in the Fish and Game Commission Meeting Packet Attachment C and contain information regarding the presentations, discussions, and Commission’s action on the applications. 

 

FINANCING:

Fiscal Year 2018-19 Adopted Budget for Fish & Game Fund 006 included $40,000 towards propagation grant proposals. The Fish and Game Commission awarded $31,700.  The Beginning Fund Balance for FY 2018-19 is $43,009. The FY 2018-19 current year revenues are estimated to be $23,233 and expenditures, which include disbursement of grant funds, are estimated to be $33,649, leaving an estimated ending fund balance of $32,593.

 

STRATEGIC INITIATIVES:

The Monterey County Fish and Game Advisory Commission’s Propagation Grant Fund Program provides grant funds to qualified projects and/or programs, which help benefit the citizens of Monterey County, agencies, organizations and /or groups.  For example, the funds for the Ventana Wildlife Society will have a direct impact on the economic vitality of the County’s fish and wildlife resources.

 

In addition to the economic development initiative, the Propagation Grant Fund Program the Commission administers helps benefit our County’s precious resources such as water quality and quantity.  Projects and programs focused the enhancement, protection ad preservation of the fish and wildlife resources, such as the non-lead ammo program done by the Ventana Wildlife Society, which complies with the infrastructure Initiative.
