RECOMMENDATION:

It is recommended that the Board of Supervisors:

a. Approve and authorize the Contracts/Purchasing Officer or his Designee to sign Amendment No. 4 to the System Purchase Agreement for a Computer Aided Dispatch (CAD) system, entered into with TriTech on December 15, 2015, increasing the contract amount by $63,520.00, from the amended amount of $2,241,642.87 to $2,305,162.87 for the addition of the TriTech Standard Inform CAD to Third Party CAD Interface to communicate with the CAD system operated by the California Department of Forestry and Fire Protection (CAL FIRE).

b. Approve and authorize the Director of the Emergency Communications Department to sign a nonstandard Service Level Agreement between CAL FIRE and Monterey County for the construction, maintenance, and operation of a CAD-to-CAD Interface between the CAD systems operated by each.

 

SUMMARY/DISCUSSION:

The TriTech Inform Computer Aided Dispatch (CAD) system, purchased from TriTech Software Systems, has the ability to connect to, and exchange information with, other CAD systems through a CAD to CAD Interface. The California Department of Forestry and Fire Protection (CAL FIRE) has requested the development of a CAD to CAD interface with the Monterey County Emergency Communications Center (MCECC). The fire agencies dispatched by MCECC fully support the implementation of the CAD to CAD interface. The CAD to CAD interface will allow the agencies to share incident data which will significantly improve emergency response dispatching accuracy and timeliness for incidents that require response from both CAL FIRE and MCECC dispatched agencies.

 

The CAD to CAD Interface will be purchased through an amendment to the existing TriTech contract and implemented by way of a Service Level Agreement with CAL FIRE.  Proposed Amendment No. 4 amends the County’s agreement with TriTech to provide for the purchase, installation, and support of the CAD to CAD interface with CAL FIRE.  The Service Level Agreement spells out the parties’ responsibilities for installation, testing, and deployment of the interface.

 

OTHER AGENCY INVOLVEMENT:

The implementation of the TriTech Inform Standard CAD to Third Party CAD Interface will improve interoperability and mutual aid between CAL FIRE and the agencies served by MCECC. The MCECC Operations Board and the Executive Board have approved this purchase. County Counsel has reviewed the Service Level Agreement and Amendment No. 4 as to form.  The County Information Technology Department reviewed the Service Level Agreement for technical feasibility and implementation.

 

FINANCING:

As part of the MCECC Operating Budget, the County will pay for 30% of the costs associated with the CAD to CAD interface at the MCECC per the Agreement for 9-1-1 Emergency Communications Dispatch Services.  The remaining costs will be borne by all Participating Agencies listed in the Agreement.  CAL FIRE will pay for costs associated with the CAD to CAD interface at its location.  This amendment is not included in the FY 2018 - 2019 Adopted Budget, however the Board of Supervisors approved an increase in appropriations on March 19, 2019 that will cover the costs associated with the amendment.
