RECOMMENDATION:

It is recommended that the Board of Supervisors:

a.                     Approve and authorize the Monterey County Contracts/Purchasing Officer to execute a Facilities Use Agreement with Monterey Peninsula Unified School District, leasing 2 portable buildings for the Monterey County Workforce Development Board’s delivery of services in Seaside, for the term of May 1, 2019 through June 30, 2022, in a total amount not to exceed $8,524.80; and

b.                     Approve and authorize the Monterey County Contracts/Purchasing Officer to sign up to five (5) amendments to the Facilities Use Agreement, extending the term by one year each, where the amendments do not significantly change the terms of the Agreement.

 

SUMMARY/DISCUSSION:

The Monterey County Workforce Development Board (MCWDB) operates at facilities in Salinas, Marina, and Greenfield, providing workforce services and training to the residents of Monterey County in geographically convenient and accessible places. The MCWDB has been seeking an appropriate and accessible location for a satellite site on the Monterey Peninsula, primarily to house a youth program, but also to provide Adult and Dislocated Worker services.

 

In the Proposed Facilities Use Agreement, the Monterey Peninsula Unified School District (MPUSD) would provide Monterey County with two portable buildings to use for these purposes at 1295 La Salle Avenue in Seaside. Each building is 960 sq. ft.  The MPUSD would be paid a Monthly Use Fee of $230.40, equivalent to $2,764.80 annually or $8,524.80 over the Agreement’s approximate three-year term, beginning May 1, 2019 and running through June 30, 2022. The Agreement states that the Monthly Use Fee shall not be increased during the term of the Agreement.

 

 

 

This location is convenient to the Monterey Peninsula. Provision of MCWDB’s workforce development services in Seaside will increase the accessibility of important job training and placement services; operations at the Seaside location will enhance the MCWDB’s ability to reach all citizens of Monterey County who can benefit from its services.

 

The MCWDB approved the Facilities Use Agreement with MPUSD on February 6, 2019.

 

OTHER AGENCY INVOLVEMENT:

Parties to the Facilities Use Agreement with MPUSD were involved in its development.  County Counsel has reviewed the Facilities Use Agreement as to form. Contracts/Purchasing has reviewed and approved the Agreement.

 

FINANCING:

The Board’s approval of the proposed Facilities Use Agreement will have no impact on the County General Fund. Workforce Innovation and Opportunity Act (WIOA) Adult, Dislocated Worker, and Youth funding will be used to fund the Agreement and is budgeted in Fund 021 Appropriations Unit CAO030.

 

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

Approval of the Facilities Use Agreement with MPUSD will provide the Monterey County Workforce Development Board with additional low-cost sites for workforce-related outreach, services, and training within Monterey County.

 

                     Administration - Promote an organization that practices efficient and effective resource management and is recognized for responsiveness, strong customer orientation, accountability and transparency.

 

                     Health and Human Services - Improve health and quality of life through County supported policies, programs, and services; promoting access to equitable opportunities for healthy environments in collaboration with communities.
