Title
Adopt a resolution:
a. Approving the Senate Bill 1 (SB 1) 5-Year Project List for Years 2020-2024; and
b. Authorizing the Resource Management Agency Director to submit the list to the California Transportation Committee (CTC).
Report
RECOMMENDATION:
It is recommended that the Board of Supervisors adopt a resolution:
a. Approving the Senate Bill 1 (SB 1) 5-Year Project List for Years 2020-2024; and
b. Authorizing the Resource Management Agency Director to submit the list to the California
Transportation Committee (CTC).

SUMMARY:
The State provided an estimate that Monterey County would receive $7.3 million from SB 1 funding in FY 2019-20. Prior to receiving an allocation of funds, cities and counties are required annually to provide to the CTC a list of projects to be financed by SB 1 funds. According to the California State Association of Counties (CSAC), the project list for FY2019-20 must be submitted by May 1, 2019.

For FY 2019-20, Resource Management Agency (RMA) is allocating $4.1 million of the $7.3 million based on existing workload/priorities and staff resources available to manage projects. Staff uses the 2015 Pavement Management Plan (PMP) that was adopted by the Board of Supervisors as a guide for programming projects unless the Board directs alternative priorities or until there is a new PMP. Staff anticipates completion of an updated Pavement Management Plan (PMP) in July 2019, that the Transportation Agency for Monterey County (TAMC) is lead for preparing.

At this time, Gloria Road/Iverson Road, which is a joint project with the City of Gonzales and Salinas Valley Solid Waste Authority, is the priority on the list of projects. River Road overlay is a multi-phased, multi-year project that was promised through Measure X, and is being partially funded by SB 1.
