RECOMMENDATION:

 

It is recommended the Board of Supervisors:

 

a. Authorize the Deputy Purchasing Agent for Natividad Medical Center (NMC) or his designee to execute amendment no. 2 to the agreement with Alere Informatics, Inc. for software modules related to laboratory testing, adding $191,473 for a revised total agreement amount not to exceed $264,703 and with no change to the agreement term of May 15, 2016 through May 13, 2022.

b. Authorize the Deputy Purchasing Agent for NMC or his designee to execute up to three (3) future amendments to the agreement which do not significantly alter the scope of work and do not cause an increase of more than ten percent (10%) ($1,202) of the original cost of the agreement.

 

SUMMARY/DISCUSSION:

 

Alere Informatics software system is a data base management system for point of care laboratory testing.  The software provides administration and a data repository for operator identification, quality control results and patient testing results.  The system acts as a repository for the data to interface with the electronic health record (EMR) so all point of care results are electronically transmitted from the testing device to EMR.

 

Natividad currently uses the Alere Informatics software system for the glucose testing devices. This amendment is to add the following four additional modules to the software system: HemoCue 201 DM HB, Abbott Point of Care Inc i-STAT, Siemens Healthineers Clinitek Status Connect, and Nova StatSensor CREAT (Biomedical creatinine stat strip).  Currently, data from these testing devices is entered manually into EMR by the testing personnel.  The Alere software will allow for the electronic transfer of data.

 

OTHER AGENCY INVOLVEMENT:

 

County Counsel has reviewed and approved this amendment no. 2 as to legal form, and the Auditor-Controller has reviewed and approved as to payment provisions. This amendment no. 2 has also been reviewed and approved by NMC’s Finance Committee on February 28, 2019 and by its Board of Trustees on March 1, 2019.

 

FINANCING:

 

The cost for this amendment no. 2 is $191,473, of which $54,365 is included in the Fiscal Year 2018-19 Adopted Budget. Amounts for remaining years of the agreement will be included in those budgets as appropriate.

 

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

 

The Alere Informatics software improves data processing at NMC by eliminating manual entry of patient test data into EMR. This improvement brings improved technological capabilities and functionality to NMC which directly contributes to a more efficient and effective use of resources within the organization, thus improving the quality of life for County residents.
