Approve and authorize the Contracts/Purchasing Officer or Contracts/Purchasing Office Supervisor to execute Amendment No. 1 to Agreement No. A-13195 with GEO Reentry Services, LLC a wholly owned subsidiary of The GEO Group, Incorporated, in the amount of $169,454 annually, for a total contract amount of $847,270, to continue to provide post incarceration reentry services to adult offenders under Probation supervision for the period July 1, 2016 to June 30, 2021.
b. Authorize the Contracts/Purchasing Officer or Contracts/Purchasing Office Supervisor to sign up to three (3) future amendments to the Agreement where the amendment does not exceed ten percent (10%) of the original contract amount ($50,836) and does not significantly change the scope of work.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve and authorize the Contracts/Purchasing Officer or Contracts/Purchasing Office Supervisor to execute Amendment No. 1 to Agreement No. A-13195 with GEO Reentry Services, LLC a wholly owned subsidiary of The GEO Group, Incorporated, in the amount of $169,454 annually, for a total contract amount of $847,270, to continue to provide post incarceration reentry services to adult offenders under Probation supervision for the period July 1, 2016 to June 30, 2021.

SUMMARY:
On June 28, 2016, the Board of Supervisors approved Agreement No. A-13195 with GEO Reentry Services, LLC, in the amount of $508,362, for the period July 1, 2016 through June 30, 2019. The executed contract also allows for the option to extend the Agreement for two years.
The Probation Department is recommending extending Agreement No. A-13195 with GEO Reentry Services, LLC for continuation of post incarceration reentry services for adult offenders under Probation supervision in Monterey County for the period July 1, 2019 through June 30, 2021. The amendment will extend services under the same terms and conditions as already negotiated in the current Agreement, with only minor language revisions to the vendor’s reporting requirements.
DISCUSSION:
This short-term multidisciplinary “reentry” program provides adult offenders supervised and referred by Probation with structured time and services upon their release from incarceration. The program operates daily Monday - Friday and lasts about one month. The program includes an assessment and individualized service plan, cognitive behavioral classes, and referral and access to support services. Services also include lunch meals and assistance with bus passes.
These services fill a critical gap in the post-detention transition of adult offenders and provide needed rehabilitative services; continuation of these services is critical to support offenders in their journey toward rehabilitation and reintegration in the local community.
The program is supported by AB 109 - Public Safety Realignment funding to provide services to realigned populations of adult offenders referred by the Probation Department.
OTHER AGENCY INVOLVEMENT:
The Office of the County Counsel-Risk Management and the Auditor-Controller have reviewed and approved this Amendment as to legal form, insurance requirements and fiscal provisions. Agreement No. A-13195 and Amendment No. 1 are on file with Clerk of the Board. The Community Corrections Partnership (CCP) has recommended continuation of services and funding for FY19-20.
FINANCING:
Funding for this contract has been approved by the CCP and is included in Probation’s Recommended Budget for FY 19-20; and will be included in the Recommended Budget for FY20-21. There is no anticipated increase in County General Fund Contribution with the current recommended action.
BOARD OF SUPERVISORS STRATEGIC INITIATIVES:
This recommendation supports the key objectives of: 1) Public Safety by encouraging self-sustainability to aid in crime prevention and successful reintegration into the community; and 2) Health and Human Services by providing access to services that support a healthy lifestyle and environment.
