RECOMMENDATION:

It is recommended that the Board of Supervisors:

Approve and authorize the Director of Health or Assistant Director of Health to execute Amendment No. 1 to Standard Agreement A-13961 with Mark William Stanford, Ph.D., Consultant for the provision of training services to extend the term for one (1) additional year for a revised term of July 1, 2018 to June 30, 2020 and add $19,800 for a revised total Agreement amount not to exceed $25,599.

 

SUMMARY/DISCUSSION:

Mark William Stanford, Ph.D. (“Dr. Stanford”), Consultant, has over twenty-five (25) years in behavioral science education including psychopharmacology, general psychology, clinical standards of care for substance use and co-occurring disorders, evidence-based treatments for mental health and substance use disorders, and addiction neuroscience for clinicians.  Dr. Stanford is currently a clinical consultant for the California Institute of Behavioral Health Solutions, the County Behavioral Health Directors Association, and state-wide behavioral health non-profit agencies.  In addition, Dr. Stanford is currently an Adjunct Professor at Cabrillo College Department of Psychology and Health Sciences teaching Physiology, Pharmacology and Psychology.

 

Approval of this recommended Amendment No. 1 will enable the Behavioral Health Bureau to receive American Society of Addiction Medicine (ASAM) Phase 2 training services available from Dr. Stanford.  The ASAM Phase 2 training emphasizes ASAM system integration within treatment provider organizations.  In addition, this Amendment No. 1 includes new Substance Abuse Disorder (SUD) training for Proposition 47 treatment providers in South County.  The SUD training consists of general research-based SUD information as well as evidence-based practices in the management of SUD in culturally diverse communities.

 

Execution of this Amendment No. 1 by the Director of Health or Assistant Director of Health requires Board approval.  The funds added by Amendment No. 1 exceed the authority in the Board’s order approving the original Agreement, which also authorized execution of up to three (3) amendments not to exceed ten percent (10%) $580 of the original Agreement amount.

 

This work supports the Monterey County Health Department 2018-2022 strategic initiatives:  4. Engage MCHD workforce and improve operational functions to meet current and developing population health needs; and supports two of the ten essential public health services, specifically: 3. Inform, educate, and empower people about health issues, and 8. Assure competent public and personal health care workforce.

 

OTHER AGENCY INVOLVEMENT:

The Office of County Counsel-Risk and the Auditor-Controller have reviewed and approved the Agreement as to legal form and fiscal provisions. 

 

FINANCING:

The Agreement is funded by Federal Funding Participation (FFP) and Realignment funds, which are included in the Health Department’s Behavioral Health Bureau (HEA012, Unit 8410) FY 2018-19 Adopted Budget.  The funds for the Agreement for FY 2019-20 will be included in the Health Department’s Behavioral Health Bureau (HEA012, Unit 8410) FY 2019-20 Requested Budget.
