RECOMMENDATION:
It is recommended that the Board of Supervisors:
Approve the transfer of $6,405 from the Juvenile Ward Trust Fund 020 to Fund 001, Department 2550-Probation for the purchase of educational/recreational books and DVDs; and recreational equipment for indoor and outdoor sports for juveniles in the Monterey County Youth Center and Juvenile Hall.
SUMMARY:
The Probation Department recommends utilizing $6,405 from the Juvenile Ward Trust Fund to benefit youth in custody at Juvenile Hall and Youth Center. The recommended action will leave a projected balance of $41,440.95 in the Juvenile Ward Trust Fund.
DISCUSSION:
Welfare and Institutions (W&I) Code 873, Section (d) mandates that commissions received from pay telephones and vending machines located at juvenile detention facilities are to be used solely for the benefit of the youth in custody at these institutions. The monies are deposited in a restricted revenue account and expenditure of these funds requires Board approval.
The Probation Department is requesting the use of $6,405 from the Juvenile Ward Trust Fund, established pursuant to Welfare and Institutions (W&I) Code 873, Section (e) to purchase goods in the form of basic recreational equipment for sports such as dodgeball, basketball, football and soccer, and educational books and DVDs, for juveniles in the Monterey County Youth Center and Juvenile Hall.
As mandated by Title 15 of the California Code of Regulations (CCR), juveniles housed in the Monterey County Youth Center and Juvenile Hall participate in various recreational and educational activities as part of their rehabilitation; the recommended transfer will support these activities.

County Counsel has reviewed this recommendation.
FINANCING:
Expenditures in the amount of $6,405 will be financed with restricted revenues that have been generated by commissions from pay telephones and vending machines located at the juvenile detention facilities. The attached detail is an indication of the intended allocation of these funds, based upon quotes from potential vendors, in accordance with County procurement practices for micro and mini purchases. The recommended action will leave a projected balance of $41,440.95 in the Juvenile Ward Trust Fund.
These expenditures will be made within the existing FY 18-19 appropriations limits and there is no cost to the County General Fund with the recommended action.
BOARD OF SUPERVISORS STRATEGIC INITIATIVES:
This recommendation supports the Board of Supervisors Strategic Initiatives in the areas of 1) Health and Human Services by promoting the wellbeing of youth in juvenile institutions, and 2) Public Safety by engaging youth in pro-social activities while in custody.
