Approve and authorize the Director of Information Technology to sign a ten (10) year Basic Ordering Agreement between the Federal Bureau of Investigation (FBI) and the County of Monterey for the FBI’s use of the Huckleberry Hill communications site, retroactive to October 1, 2018, for annual compensation in the amount of $1,869.60 in 2018-19, and $2,576.51 in 2019-20. Successive year fees shall be based on FBI’s share of site cost for each of the respective years.

RECOMMENDATION:

It is recommended that the Board of Supervisors:

Approve and authorize the Director of Information Technology to sign a ten (10) year Basic Ordering Agreement between the Federal Bureau of Investigation (FBI) and the County of Monterey for the FBI’s use of the Huckleberry Hill communications site, retroactive to October 1, 2018, for annual compensation in the amount of $1,869.60 in 2018-19, and $2,576.51 in 2019-20. Successive year fees shall be based on FBI’s share of site cost for each of the respective years.

 

SUMMARY/DISCUSSION:

This agreement establishes the terms and conditions for the FBI to co-locate two (2) Land Mobile Radio 2-way repeater systems at the County’s Huckleberry Hill communications site, along with the necessary antenna and cabling equipment. The FBI systems support ongoing Drug Enforcement Agency, Alcohol Tobacco and Firearm, and FBI operations in and around the Monterey Peninsula area. These systems also provide radio support for mutual-aid operations with local Monterey County law enforcement agencies.  The Board’s approval of this agreement will enhance public safety.

 

The agreement is retroactive to October 2018 due to FBI delays in review and processing of the agreement.

 

OTHER AGENCY INVOLVEMENT:

County Counsel has reviewed the Basic Ordering Agreement with the FBI as to form.  County Counsel does not approve limitations on FBI liability to the County.

 

FINANCING:

Per Attachment 2 of the current agreement between County of Monterey and FBI, FBI is responsible for their equitable share of allocation of site cost.  Share of cost is subject to annual adjustment when ensuing year site fees are determined.

 

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

This agreement supports federal radio communications in support of FBI, ATF, and DEA activities including mutual aid operations with local law enforcement agencies, thereby enhancing public safety in Monterey County.
