Recommendation

It is recommended that the Board of Supervisors:

a. Approve and authorize the Acting Director of the Department of Social Services to sign Amendment #1 to Agreement No. A-13977 with Meals on Wheels of the Monterey Peninsula to provide congregate and home-delivered meals to seniors on the Monterey Peninsula adding $66,583, for an unchanged term of July 1, 2018 through June 30, 2019, increasing the contract total to $463,623; and

b. Authorize the Acting Director or the Director of the Department of Social Services to sign up to three (3) additional amendments to this Agreement where the total additional amendments do not exceed 10% ($46,362) of the current amended contract amount and do not significantly change the scope of work.

 

SUMMARY/DISCUSSION:

This Agreement provides congregate (group dining) and home-delivered meals to seniors living in the Monterey Peninsula area. The area includes the Monterey Peninsula/Western Region defined as Big Sur, Carmel by the Sea, Carmel Valley, Del Rey Oaks, Marina, Monterey, Pacific Grove, Sand City and Seaside. Elderly nutrition program dining sites are the Sally J. Griffin Active Living Center in Pacific Grove, the Monterey Community Center in Monterey, and the Oldemeyer Community Center in Seaside.

Due to an increase in Federal funding, this agreement is being brought for approval to be amended to add $66,583. This increased federal funding will be covering one-time organizational expenses for the congregate and home-delivered meal programs.

This revised Agreement is in alignment with the Federal Older Americans Act (OAA). The increase in the contract total is due to an increase in federal and state funding available through the California Department of Aging.

 

OTHER AGENCY INVOLVEMENT:

The Auditor-Controller and Purchasing have reviewed and approved this Agreement. County Counsel has approved the Agreement as to form.

 

FINANCING:

Funding is provided by the Older Americans Act and the California Department of Aging. Sufficient appropriations and estimated revenues in SOC010 are included in the FY 2018-19 Adopted Budget.

 

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

This Agreement correlates to the Health & Human Services Strategic Initiative adopted by the Board of Supervisors by working towards the goals of improving health and quality of life outcomes by providing nutrition and health promotion services to seniors in Monterey County.
