RECOMMENDATION:

It is recommended that the Board of Supervisors:

Approve and authorize the Director of Health or Assistant Director of Health to execute a no-extension Amendment No. 1 to Mental Health Services Agreement A-13844 with Turning Point of Central California, Inc. (TP Inc.) for the provision of outreach, employment and supportive services for Proposition 47 clients in Monterey County, in the amount of $16,345 for Fiscal Year (FY) 2017-18, $234,040 for Fiscal Year (FY) 2018-19, $345,985 for Fiscal Year (FY) 2019-20 and $109,952 for Fiscal Year (FY) 2020-21 for a new total Agreement amount not to exceed $706,322.

 

SUMMARY/DISCUSSION:

The Board of State and Community Corrections awarded a three-year $6,000,000 grant to the Monterey County Health Department, Behavioral Health Bureau. The Grant entitled “No Zip Code Left Behind: Addressing Inequalities Through Collaborative Partnerships” will focus on

individuals in the criminal justice system in need of mental health, substance abuse treatment and supportive services needed to eliminate barriers to successful reintegration into society and reduce the recidivism rate of people convicted of less serious crimes.

 

TP Inc. is a local vendor well-known for the work they do in the community and is the only agency in Monterey County who works with hard to serve populations such as the Proposition 47 population who have barriers to employment and have staff who are well-equipped to help them overcome these challenges. Currently TP Inc. is providing employment and supportive services under the Proposition 47 grant and has been successful at working with local employers and placing clients in unsubsidized employment. This Amendment No. 1 adds an Outreach Specialist who will act as a liaison and referral source who will help to identify and engage potential clients around possible substance use disorder and/or mental health disorder symptoms, provide education, decrease stigma, and link them to the resources that are available through the grant.  

 

This work supports the Monterey County Health Department 2018-22 strategic plan initiative: 3. Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services.  It also supports one of the ten essential public health services, specifically: 7. Link people to needed personal health services and assure the provisions of health care when otherwise unavailable.

 

OTHER AGENCY INVOLVEMENT:

County Counsel-Risk Management, and the Auditor-Controller have reviewed this Amendment No. 1 to Agreement A-13844 as to legal form, insurance requirements, and fiscal provisions respectively.

 

FINANCING:

The period of the Grant is from June 15, 2017 to August 16, 2020. The grant provides program funding in the amounts of $16,345 for Fiscal Year (FY) 2017-18, $234,040 for Fiscal Year (FY) 2018-19, $345,985 for Fiscal Year (FY) 2019-20 and $109,952 for Fiscal Year (FY) 2020-21 for a total Agreement not to exceed $706,322. The funds for this Amendment No. 1 for FY 2018-19 have been included in the FY 2018-19 Health Department Behavioral Health Bureau (HEA012, Unit 8410) approved budget and funds for FYs 2019-21 will be included in the Requested Budgets.
