Adopt a resolution to:

a. Authorize the Monterey County Water Resource Agency to become a member of California State Association of Counties, Excess Insurance Authority (CSAC-EIA), a Joint Power Association to purchase insurance coverage; and

b. Authorize County Counsel-Risk Manager to execute on behalf of the Water Resources Agency and enter into all Memoranda of Understanding for any programs of the California State Association of Counties, Excess Insurance Authority (CSAC-EIA).

RECOMMENDATION:

It is recommended that the Monterey County Water Resources Agency Board of Supervisors:

 

Adopt a resolution to:

a.  Authorize the Monterey County Water Resource Agency to become a member of California State Association of Counties, Excess Insurance Authority (CSAC-EIA), a Joint Power Association to purchase insurance coverage; and

b.  Authorize County Counsel-Risk Manager to execute on behalf of the Water Resources Agency and enter into all Memoranda of Understanding for any programs of the California State Association of Counties, Excess Insurance Authority (CSAC-EIA). 

 

SUMMARY/DISCUSSION:

California State Association of Counties, Excess Insurance Authority (CSAC- EIA), a Joint Power Association is a member-directed risk sharing pool of public agencies committed to providing risk coverage programs and risk management services.  During the FY 2018-19 renewal, the Agency was placed under a separate fully-insured, first dollar policy with CSAC EIA for general liability, auto insurance, and directors and officers for broader coverage.  In prior years, the Agency was covered under County policies.  Water Resources Agency has historically participated in the County’s self-insurance program with $1.5 million limit.  However, during the FY 2018-19 renewal period, the Agency was placed under a separate fully-insured, first dollar policy with CSAC EIA for general liability, auto insurance, and directors and officers for broader coverage and better rates.  As a separate legal entity, it is appropriate for the Agency to join the JPA and approve the MOU to obtain stand-alone coverage.

 

Approval of the attached resolution will allow County Counsel-Risk Manager to execute the documents necessary for the Water Resources Agency to take advantage of all the programs of CSAC-EIA. 

 

OTHER AGENCY INVOLVEMENT:

The Risk division under the County Counsel’s Office handles all insurance placements for both the County and the Water Resource Agency.  To market and transfer the risk appropriately, we coordinated with the Agency to understand the potential risks associated with the various functions and operations.

 

FINANCING

No additional costs associated with joining the CSAC-EIA JPA and approving the MOU.
