RECOMMENDATION:
It is recommended that the Board of Supervisors:
As the code reviewing body pursuant to the Political Reform Act, adopt a resolution approving amendment to the Conflict of Interest Code of the Health Department of Monterey County.
SUMMARY/DISCUSSION:
The Political Reform Act of 1974 (Government Code sections 810000, et. Seq.), requires state and local government agencies to adopt Conflict of Interest codes and to periodically review and make changes to their codes, as necessitated by changed circumstances.
On October 9, 2014, the Monterey County Board of Supervisors, as the code reviewing body, last approved an amendment of the Health Department of Monterey County Conflict of Interest Code. Since 2014, changes in positions and titles have occurred, thereby requiring amendment of the Department’s Conflict of Interest Code to accurately reflect current designated positions and titles. The Department’s amended Conflict of Interest Code is submitted to the Board of Supervisors for review and approval. A copy of the Department’s amended Conflict of Interest Code is attached hereto
Pursuant to sections 82011 and 87303 of the Government Code, the Board of Supervisors is the code reviewing body. It may approve the Code as submitted; revise the proposed code and approve as revised or return the proposed Code to the agency for revision and resubmission. It is recommended that the Board of Supervisors approve the proposed amended Conflict of Interest Code of the Monterey County Department of Health.
OTHER AGENCY INVOLVEMENT:
County Counsel has reviewed the proposed amended Conflict of Interest Code of the Monterey County of Health. The proposed, amended Conflict of Interest Code is lawful under the Political Reform Act of 1974.
FINANCING:
There is no financial impact with the approval of this requested Conflict of Interest Code amendment.

Approval of the proposed Conflict of Interest Code fulfills the Board’s statutorily designated role as the code reviewing body pursuant to the Political Reform Act.
