Approve and authorize the Director of Health or Assistant Director of Health to execute a Renewal & Amendment No. 1 to the Memorandum of Understanding with the Monterey County Office of Education, to extend the term to June 30, 2019 and to add $50,000 of additional funds, for a revised total Agreement amount not to exceed $100,000, for the full-term, retroactive from August 1, 2017 to June 30, 2019.

RECOMMENDATION:

It is recommended that the Board of Supervisors:

Approve and authorize the Director of Health or Assistant Director of Health to execute a Renewal & Amendment No. 1 to the Memorandum of Understanding with the Monterey County Office of Education, to extend the term to June 30, 2019 and to add $50,000 of additional funds, for a revised total Agreement amount not to exceed $100,000, for the full-term, retroactive from August 1, 2017 to June 30, 2019.

 

SUMMARY/DISCUSSION:

Monterey County Health Department, Behavioral Health Bureau (MCHDBHB) entered into a one-year Memorandum of Understanding (MOU) with Monterey County Office of Education (MCOE) to provide partial funding of $50,000 to support the PBIS implementation in South Monterey County School Districts which include Gonzales Union School District, Greenfield Union School District, King City Union School District, San Ardo Union School District, Soledad Unified School District and South Monterey County Joint Union High School District.   PBIS is a behavioral support system approach for instituting a decision-making framework and leadership team at both the district and school level to establish positive behavioral practices through training, coaching and data evaluation methods for improving behavior outcomes for all students. 

 

The original intent was to allow the MOU to expire on June 30, 2018 because there were no additional funds to continue funding.  However, as FY 2017-18 came to end the County did not process payment to MCOE in FY 2017-2018 because FY 2017-2018 funds were used toward payment for FY 2016-17 services.  Consequently, this Renewal & Amendment No. 1 retro to July 1, 2018, is being presented for approval to extend the term of the MOU for an additional FY to add $50,000 to FY 2018-2019 for the purpose of payment in the amount of $50,000 to MCOE committed in FY 2017-2018.

 

This work supports the following Monterey County Health Department 2018-2022 Strategic Plan Initiative: 1. Empower the community to improve health.  It also supports the following of the ten essential public health services, specifically: 4. Mobilize community partnerships and action to identify and solve health problems; and 7. Link people to needed personal health services and assure the provisions of health care when otherwise unavailable.

 

OTHER AGENCY INVOLVEMENT:

County Counsel-Risk Management and Auditor-Controller have reviewed and approved this Renewal & Amendment No. 1 as to legal form and fiscal provisions, respectively. 

 

FINANCING:

This Agreement is funded by Realignment funds.  The funds for this Agreement ($50,000) are included in the Health Department’s Behavioral Health Bureau (HEA012, Unit 8410) FY 2018-19 Adopted Budget.
