Report

RECOMMENDATION:

It is recommended that the Board of Supervisors:

Approve and authorize the Director of the Information Technology Department to execute a modification of the County’s Collections Agreement with the U.S Forest Service to contribute to the cost of repairs to North Coast Ridge Road, which serves the County’s Anderson Peak communications site, extending it through September 30, 2020, with no change in terms and with no increase in the County’s agreed-upon contribution of $15,500.

SUMMARY/DISCUSSION:

On May 1, 2018, the Board of Supervisors approved a Collections Agreement with the U.S. Forest Service, providing that the County would contribute $15,500 to the cost of repairing rain and fire damage to North Coast Ridge Road, used by the County to access its Anderson Peak communications site in Big Sur. The Board did so in response to the U.S. Forest Service’s request that all tenants of the Anderson Peak site contribute proportionately to repairs, based on each entity’s site usage.  Because the North Coast Ridge Road provides essential vehicular access for County personnel to perform maintenance at the site, and because Anderson Peak supports coastal law enforcement and fire and ambulance response, the Board approved the agreement.

Since the Board’s approval in 2018, the service agreement between the U.S. Forest Service and the repair company lapsed and no work was performed. This issue has since been resolved and there is now an agreement in place between the U.S. Forest Service and the repair company for completion of the work.  Work on the road repairs has commenced.  However, the original Collections Agreement, providing for the County’s contribution to cost, set forth an end date of September 30, 2018.  The U.S. Forest Service has proposed that its agreement with the County be modified, so that it extends through September 30, 2020, to ensure repair work on North Coast Ridge Road is accomplished.

The Information Technology Department recommends that the Board authorize modification of the Collections Agreement, extending it to September 30, 2020, to achieve important public safety goals.  The proposed modification does not change any other term or condition of the agreement previously authorized by the Board, including the amount of the County’s contribution to repair costs.

OTHER AGENCY INVOLVEMENT:

County Counsel has reviewed the proposed modification to the agreement as to form.

FINANCING:

There is no additional cost associated with extension of the end date of the Collections Agreement, as the County’s approved $15,500 contribution remains unchanged.

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

Modification of the Collections Agreement to enable completion of repairs on North Coast Ridge Road will ensure the safety of County technicians who access the Anderson Peak communications site and will thereby enhance public safety in the coastal region of Monterey County.
