RECOMMENDATION:

It is recommended that the Board of Supervisors:

a.                     Accept a $5,000 Grant Award from the Tides Foundation, at the recommendation of the Center for Care Innovations (CCI), in partnership with the California Health Care Foundation, to support the Health Department’s role as a Technology Hub participant to pilot, evaluate, and spread innovative digital health solutions to safety net health systems; and   

b.                     Authorize the Director of Health or Assistant Director of Health to accept the Terms and Conditions of Grant No. 1903-57097, on behalf of the Health Department, Clinic Services Bureau with a retroactive grant effective date of January 1, 2019 - December 31, 2019.

 

SUMMARY/DISCUSSION:

The Health Department Clinic Services Bureau (Health Department) operates nine community clinic sites designated as Federally Qualified Health Center Look-Alikes (FQHC-LA), which provide preventative, primary, and specialty medical care services. 

 

The Center for Care Innovations (CCI), in partnership with California Health Care Foundation and Tides Foundation, has awarded the Health Department a grant in the amount of $5,000 to support the Health Department’s priority areas in technology. The Health Department became a Tech Hub participant in July 2018 after implementing a texting program in 2015 and serving as a Host Site to share its texting solutions through previous grants from CCI. The terms and conditions of Grant No. 1903-57097 are outlined in the award letter dated March 22, 2019, with a retroactive grant effective date of January 1, 2019 - December 31, 2019. 

 

Approval of the recommended action will allow the Health Department to use the $5,000 grant award to offset costs associated with implementation of a Master Patient Index, as well as the ongoing evaluation of solutions for texting, patient intake, and connecting patients to community resources.

 

This work supports the Monterey County Health Department 2018 - 2022 Strategic Plan initiative to:  Engage MCHD workforce and improve operational functions to meet current and developing population health needs. It also supports one or more of the ten essential public health services, specifically: 4) Mobilize community partnerships and action to identify and solve health problems, 9) Evaluate effectiveness, accessibility, and quality of personal and population-based health services, and 10) Research for new insights and innovative solutions to health problems.

 

OTHER AGENCY INVOLVEMENT:

County Counsel, Auditor-Controller, and Contracts/Purchasing have reviewed and concur with the recommendation.

 

FINANCING:

The Technology Grant No. 1903-57097 is for $5,000. While sufficient appropriations are available in FY 2019-20 Proposed Budget for Clinic Services Bureau, Health Department (4000-HEA007); the funds from this grant will help offset a portion of Clinic Services Bureau’s expenditures of projects pertaining to technology priority areas.
