RECOMMENDATION:

It is recommended that the Board of Supervisors:

a. Accept $1.5 million from the State of California Board of State and Community Corrections;

b. Approve and authorize the Director of the Monterey County Military & Veterans Affairs Office to sign an agreement with the Veterans Transition Center of Monterey County for $1,400,000 with a term of June 1, 2019 through June 30, 2020 to rehabilitate duplexes, creating 20 additional reentry units for formerly incarcerated veterans; and

c. Authorize the Auditor-Controller to amend the FY 2018-19 Adopted Budget by increasing appropriations and estimated revenues by $650,000 in Social Services-Military and Veterans Affairs Budget Unit 001-5010-SOC003-8260 (4/5ths Vote).

 

SUMMARY/DISCUSSION:

The Veterans Transition Center of Monterey County (VTC) identified a need for transitional housing units for formerly incarcerated veterans to reintegrate after being released from the California Department of Corrections and Rehabilitation (CDCR). Following a submission of a proposal to California Assemblymember Mark Stone’s office, Monterey County was notified that $1,500,000 was being disbursed in accordance with Section 5227-107-0001, Provision 1, Item (d) of the 2018-19 Budget Act to provide funding to the VTC to rehabilitate duplexes, creating 20 additional re-entry units on Hayes Circle in Marina, CA and renovate a common area building to be used for administration and residential services on 12th Street in Marina, CA.

 

The Monterey County Department of Social Services Military and Veterans Affairs Office will administer this grant and provide funding to the VTC through the agreement being brought for your approval.

 

A portion (6.7%) of this funding is being retained by the Military and Veterans Affairs Office for administrative costs associated with the oversight of this grant.

 

 

OTHER AGENCY INVOLVEMENT:

Contracts/Purchasing and the Auditor-Controller have reviewed and approved this agreement.  County Counsel has approved the agreement as to form.  The County Administrator’s Office - Budget Office concurs with these actions.

 

 

FINANCING:

The increase in appropriations and estimated state revenues of $650,000 is requested for the Social Services - MVAO Budget Unit 001-5010-SOC003-8260 for FY 2018-19 Adopted Budget.  Any unspent revenues will be deferred to FY 2019-20.  The appropriations needed for FY 19/20 has been incorporated into the upcoming budget cycle. 

 

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

This agreement correlates to the Health & Human Services and Infrastructure Strategic Initiatives adopted by the Board of Supervisors by creating transitional housing for formerly incarcerated veterans in Monterey County.
