a. Hold a Public Hearing date on June 4, 2019 at 1:30 P.M. to consider adopting assessment rate charges for Fiscal Year 2019-20 with a 3.5% Cost of Living Adjustment (COLA) increase for Flood Zones 1, 1A, 8, 9, 12, and 17; and
b. Approve and adopt a FY 2019-20 (COLA) increase of 3.5% for Flood Zones 1, 1A, 8, 9, 12 and 17.

RECOMMENDATION:
Recommend that the Monterey County Water Resources Agency Board of Supervisors:
a. Hold a Public Hearing date on June 4, 2019 at 1:30 P.M. to consider adopting assessment rate charges for Fiscal Year 2019-20 with a 3.5% Cost of Living Adjustment (COLA) increase for Flood Zones 1, 1A, 8, 9, 12, and 17; and
b. Approve and adopt a FY 2019-20 (COLA) increase of 3.5% for Flood Zones 1, 1A, 8, 9, 12 and 17.
SUMMARY/DISCUSSION:
This report reflects the recently published 2019 Cost of Living Adjustment (COLA) of 3.5% for
The following flood Zones:
* Zones1 & 1A - Pajaro River Fund 112
* Zone 8 - Soledad Storm Drain Fund 121
* Zone 9 - Reclamation Ditch Fund 122
* Zone 12 - San Lorenzo Creek Fund 124
* Zone 17- Moro Cojo Slough Fund 127
The Ordinances governing these Agency flood zones are as follows: Ordinances Nos. 2626, 2974, 3878, and 3881; and were created for the main purposes of protecting life and property, and reducing the impact caused by flooding.
The revenues collected from these assessments will directly supports the following activities in each zone: spraying weeds, rodent control, maintaining the banks and silt removal in the channel, removal of debris from ditches and drainage structures, and maintenance of roads, fences, and canals.

FINANCING:
The requested COLA increase of 3.5% will increase FY 2019-20 Flood Zone estimated revenues as follows:
? Zones1 & 1A- Pajaro River Fund 112 revenues will increase by an estimated $15,304.
