Title: a. RECOMMENDATION:

It is recommended that the Board of Supervisors:

a. Approve and authorize the Director of the Information Technology Department, or his designee, to execute a non-standard agreement with the Corporation for Educational Network Initiatives in California (CENIC) to house CENIC network equipment within County facilities, and to reimburse the County for costs incurred, for the term of July 1, 2019 through June 30, 2024;

b. Approve non-standard agreement terms as recommended by the Director of the Information Technology Department; and

c. Approve and authorize the Director of the Information Technology Department to execute up to three (3) renewals of the CENIC agreement, of five (5) years each, subject to County Counsel review and provided the terms of the agreement remain substantially the same.

 

SUMMARY/DISCUSSION:

On June 18, 2003, the Board of Supervisors authorized an Institutional Network (INET) Agreement with Comcast of California, Incorporated.  The agreement implemented provisions of the 1998 negotiated cable television franchise transferred to Comcast for its supply of fiber-optic cables for government, public library, and educational data, voice, and video telecommunication purposes.  Part of the fiber optic cable installed under the INET Agreement is for the purpose of connecting to the high-speed internet access and equipment controlled by the Corporation for Education Network Initiatives of California (CENIC).

 

CENIC is a non-profit corporation founded to bring high-speed network capabilities to educational and research institutions like the Naval Postgraduate School (NPS) and the California State University at Monterey Bay (CSUMB).  Additionally, INET fiber optic cable and network equipment is used to transmit public meetings held at the City of Salinas City Hall for broadcast on Comcast cable TV Government channels.

 

CENIC has no facilities in the Salinas area to house its network equipment.  Thus, the Board of Supervisors previously approved an Agreement with CENIC, for the term of June 1, 2006 through May 31, 2011 and three optional five-year extensions, that would enable the County to host CENIC equipment for delivering high-speed internet services within the County’s Information Technology Department (ITD) facilities. 

 

Both CENIC and ITD wish to update the existing agreement with updated contract information and terms. ITD is concurrently renewing separate agreements with NPS, CSUMB, and the City of Salinas to facilitate high-speed network capabilities in Monterey County.

 

OTHER AGENCY INVOLVEMENT:

County Counsel has reviewed the agreement with CENIC as to form.

 

FINANCING:

The CENIC Agreement is expected to generate $2,400 per year in revenue for the Information Technology Department 1930, Appropriations Unit INF002, Unit 8434, sufficient to cover the County’s costs in housing CENIC equipment.  County will provide emergency repair expenses to CENIC on an as-needed basis, billed to CENIC by the hour, which are expected to be minimal. 

 

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

Approval of the recommended agreement will enable collaborative fiber optic sharing with educational institutions for the benefit of the Monterey County public.
