Title: a. b. Approve non-standard insurance and indemnification provisions, as recommended by Director of Health.

RECOMMENDATION:

It is recommended that the Board of Supervisors:

a.                     Approve and authorize the Director of Health or Assistant Director of Health to execute a Memorandum of Understanding (“MOU”) with the City of Salinas (“City”) for reimbursement to the City for the purpose of updating the current Lead Me Home Plan addressing housing and homelessness in Monterey and San Benito Counties which is a requirement for  the County of Monterey to access funding under the State of California’s No Place Like Home (NPLH) program, for a total amount not to exceed $25,000 for the term retroactive to April 1, 2019 through August 30, 2019; and

b.                     Approve non-standard insurance and indemnification provisions, as recommended by Director of Health.

 

SUMMARY/DISCUSSION:

The purpose of the NPLH program is to provide a source of financing for the development of permanent supportive housing for individuals living with serious mental illness who are homeless, chronically homeless, or at-risk of chronic homelessness.

 

One of the threshold requirements counties must meet to access funding under the NPLH program is to submit a plan not more than five (5) years old specifying goals, strategies and activities both in process or to be initiated to reduce homelessness and make it nonrecurring. Projects counties propose under NPLH must be connected to the goals and strategies counties identify in their plans.

 

To meet this threshold requirement and meet the August 15, 2019 application deadline for the NPLH program, the Lead Me Home Plan for Monterey and San Benito Counties is required to be updated no later than May 10, 2019.

 

Under separate cover, the City has executed an amendment to its Professional Services Agreement with Institute for Urban Initiatives to plan, coordinate and produce the updated Lead Me Home Plan.

 

The maximum contribution from the County of Monterey to the City of Salinas for the Lead Me Home Plan update is $25,000.

 

This work supports the following Monterey County Health Department 2018-2022 Strategic Plan Initiatives: Engage MCHD workforce and improve operational functions to meet current and developing population health needs. It also supports the following of the ten essential public health services, specifically: 4. Mobilize community partnerships and action to identify and solve health problems; 7. Link people to needed personal health services and assure the provision of health care when otherwise unavailable; 10. Research for new insights and innovative solutions to health problems.

 

OTHER AGENCY INVOLVEMENT:

County Counsel and Auditor-Controller have reviewed and approved the document as to legal form and fiscal provisions, respectively.

 

FINANCING:

The costs of this Agreement are funded by No Place Like Home Technical Assistance funds. The associated revenue and expenditures, $25,000 are included in the Health Department’s Administration (001-4000-8438-HEA014) Fiscal Year (FY) 2018-19 Adopted Budget.
