RECOMMENDATION:

It is recommended that the Board of Supervisors:

a. Approve Utility Agreement No. 2202.1 between the County of Monterey and Pacific Gas and Electric (PG&E) to compensate PG&E $125,600 for the relocation of electric distribution lines and poles as part of the Nacimiento Lake Drive Bridge Replacement Project; and

b. Authorize the Resource Management Agency Director to execute the Utility Agreement No. 2202.1 with PG&E.

 

SUMMARY:

Monterey County Resource Management Agency (RMA), representing the County of Monterey, recently purchased right-of-way for construction of the Nacimiento Lake Drive Bridge Replacement Project (Project).  The area acquired includes existing electrical poles and lines where PG&E has property rights with their electrical facilities on private property.  Staff has negotiated Utility Agreement No. 2202.1 (Agreement) for County to compensate PG&E for relocating their electric distribution lines and poles.  Caltrans has authorized $125,000 of federal Highway Bridge Program (HBP) funds to reimburse PG&E for relocating their electrical distribution lines and poles.  The agreement reflects that PG&E has estimated the cost to be $125,600.  The agreement is based on the actual cost by PG&E for the utility relocation. The federal HBP fund authorization will be increased to cover the actual costs in the event they are above the estimated cost of $125,600 listed in the agreement.

 

DISCUSSION:

Nacimiento Lake Drive Bridge is an existing one-lane bridge located southwest of the community of Bradley and east of Lake San Antonio, in southern Monterey County. This bridge was determined to be seismically deficient.  RMA has programmed replacing the existing bridge with a new two-lane bridge under the State Seismic Retrofit Program.  As part of the proposed project, the bridge approaches will be reconstructed; thereby improving the pavement condition of this section of Nacimiento Lake Drive.  For this section of roadway, the pavement condition index (PCI) will improve from an overall section value of 17 to 35. The improved road segment of Nacimiento Lake Drive is 633 feet, of the total road length of 7 miles.

 

The Resource Management Agency - Public Works is presently conducting the design and right-of-way engineering for the project. Agreement No. 2202.1 between Monterey County and PG&E is necessary to complete the planned utility relocation. The full execution of the Agreement is also necessary to meet the requirements for the right-of-way certification to Caltrans for the project.

 

OTHER AGENCY INVOLVEMENT:

The Office of the County Counsel-Risk Management has reviewed and approved the Utility Agreement No. 2202.1 as to form and legality.

FINANCING:

PG&E estimates the relocation costs to be $125,600.  Caltrans has authorized $125,000 of federal HBP funds to reimburse PG&E for the electrical distribution lines and poles.  These funds will be utilized by RMA to reimburse PG&E after the relocations are complete and PG&E has invoiced Monterey County.  HBP fund authorization will be increased for costs above the authorized amount which is reflected in the Agreement.    The HBP authorization is obligated to cover the actual costs to PG&E in the event that actual costs are above the estimated cost of $125,600 listed in the Agreement.

 

The total estimated project cost, including engineering, environmental, right-of-way, and construction is $8,080,827, including the utility relocation cost to PG&E.  Federal Highway Administration (FHWA) Highway Bridge Program (HBP) accounts for $6,606,662.  The project is also funded by State Seismic Retrofit Funds in the amount of $726,972, by the Road Fund in the amount of $492,550, and Measure X funds in the amount of $254,643.  The right-of-way purchase for the project is funded at 88.53% HBP funds and 11.47% State Seismic Retrofit Funds.  There are sufficient appropriations adopted in the FY 2018-19 Road Fund 002, Appropriation Unit RMA 012 budget to finance the utility relocation and right-of-way phase of the project.

 

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

The project will replace the existing seismically deficient Nacimiento Lake Drive Bridge with a new two (2) lane bridge that meets Caltrans Design Standards.  Also, as part of the proposed project the bridge approaches will be reconstructed and thereby improving the pavement condition of this section of Nacimiento Lake Drive.  The recommended action supports the Board of Supervisors’ Strategic Initiative to improve and maintain public infrastructure.
