RECOMMENDATION:

It is recommended that the Board of Supervisors:

Approve and authorize the Director of Health or Assistant Director of Health to execute Amendment No. 2 to Mental Health Services Agreement A-13115 with Greenacre Homes, Inc. to increase the FY 2018-19 amount, extend the term for one (1) additional fiscal year for a revised term of September 1, 2015 through June 30, 2020, and add additional units and funding for FY 2019-20, for a revised total Agreement amount not to exceed $347,939.

 

SUMMARY/DISCUSSION:

Greenacre Homes, Inc. is a Rate Classification Level (RCL) 10 facility that provides residential mental health treatment for boys and young men ages 8 to 19 with developmental delays or emotional disturbances.  Residential mental health treatment includes extensive life and social skills training, psychiatric and psychological evaluations and services, and exercise and nutrition programs.  The Greenacre Homes program also provides a Special Education School certified through the California Department of Education that provides individualized instruction, speech, language and occupational therapy services, a positive behavior support program, and a core curriculum emphasizing skills necessary to mainstream into less restrictive settings.

 

This Amendment No. 2 extends the term of the Agreement for an additional fiscal year to continue residential service provision to the current placement at Greenacre Homes, Inc. in need of this level of specialized care.

 

This Agreement contains the County’s standard 30-day “no cause” provision (Section IV, B) and an additional defunding provision (Section IV, D), which provides the County the ability to amend or terminate the Agreement in the event of a reduction and/or termination of funding.

 

This work supports the following Monterey County Health Department 2018-2022 Strategic Plan Initiative: 3. Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services.  It also supports one of the ten essential public health services, specifically: 7. Link people to needed personal health services and assure the provisions of health care when otherwise unavailable.

 

OTHER AGENCY INVOLVEMENT:

County Counsel-Risk Management and Auditor-Controller have reviewed and approved as to legal form and fiscal provisions respectively.

 

FINANCING:

This Amendment No. 2 is 100% funded by Special Education Local Plan Area (SELPA) funds that pay for children who are placed through the Individual Education Plan (IEP).  The funds for FY 2018-19 ($103,116) have been included in the Health Department’s Behavioral Health Bureau (HEA012, Unit 8410) FY 2018-19 Adopted Budget.  The funds for FY 2019-20 ($103,116) will be included in the Health Department’s Behavioral Health (HEA012, Unit 8410) FY 2019-20 Requested Budget.
