Adopt the Monterey County Mental Health Services Act Fiscal Year 2019-20 Annual Update.

RECOMMENDATION:

It is recommended that the Board of Supervisors:

Adopt the Monterey County Mental Health Services Act Fiscal Year 2019-20 Annual Update.

 

SUMMARY:

The Mental Health Services Act (“MHSA”), also known as Proposition 63, requires each county to develop a Three-Year Program and Expenditure Plan (“MHSA Plan”). The current MHSA FY18-20 Plan for Monterey County was adopted by the Board of Supervisors on November 7, 2017. In the second and third years of the MHSA Plan period, counties are required to prepare Annual Updates to their adopted MHSA Plan.  The purpose of the Annual Update is to update budget information, and if needed, make changes to programs. Local stakeholder input and other data are used in the development of each draft MHSA 3-Year Plan and Annual Update documents.  After a public review and comment process, each document is finalized for adoption by the Board of Supervisors before being forwarded to the State Mental Health Services Oversight and Accountability Commission.  

 

DISCUSSION:

The MHSA FY 2019-20 Annual Update (“Annual Update”) reflects the priority needs and system improvements to achieve the goal of increasing the service utilization rate of Monterey County Latinos by seven per cent (7%) by the end of FY20. Determination of this goal was validated through service utilization data analysis and subsequently approved by the Behavioral Health Commission and Monterey County Board of Supervisors as part of the FY18-20 MHSA 3-Year Program and Expenditure Plan.  The Annual Update includes the necessary fiscal adjustments to both revenues and expenditures, assuring MHSA-funded programs are in accordance with Behavioral Health’s Requested Budget for FY 2019-20. 

 

On April 25, 2019, the Monterey County Behavioral Health Commission (“Commission”) conducted the required Public Hearing on the draft Annual Update, which included a summary of recommendations received during the thirty-day Public Comment period, and an analysis/response prepared by staff.  The Commission received additional comments from those attending the Public Hearing.  The Commission then voted to recommend adoption by the Board of Supervisors of the Monterey County MHSA FY 2019-20 Annual Update, which subsequently has been finalized to include the public comments, recommendations and the Commission Meeting Minutes. 

 

This work supports the following Monterey County Health Department 2018-2022 strategic plan initiatives: 2. enhance community health and safety by emphasizing prevention; and 3. ensure access to culturally and linguistically appropriate, customer-friendly, quality health services. It also supports one or more of the ten essential public health services, specifically:  3. inform, educate, and empower people about health issues.

 

OTHER AGENCY INVOLVEMENT:

The MHSA FY 2019-20 Annual Update document has been reviewed by the Monterey County Behavioral Health Commission and is recommended for adoption by the Board of Supervisors.

 

FINANCING:

There are no impacts on the County General Fund associated with this recommended action.
