RECOMMENDATION:
It is recommended that the Board of Supervisors, as the code reviewing body pursuant to the Political Reform Act, approve amendments to the Conflict of Interest Code of the Salinas Valley Solid Waste Authority.

SUMMARY:
Following the biennial review of its Conflict of Interest Code required by Government Code section 87306.5, the Salinas Valley Solid Waste Authority amended its Conflict of Interest Code to update its designated positions. A copy of its proposed Conflict of Interest Code is attached hereto.

DISCUSSION:
Amendments to local agency Conflict of Interest Codes are authorized by section 87306 of the Government Code whenever changes are required by changed circumstances, by creation or deletion of designated positions, or by changes in the duties of designated positions.

Pursuant to sections 82011 and 87303 of the Government Code, the Board of Supervisors is the code reviewing body. It may approve the Code as submitted; revise the proposed code and approve it as revised; or return the proposed Code to the agency for revision and resubmission. It is recommended that the Board of Supervisors approve the proposed Code, as amended and submitted.

OTHER AGENCY INVOLVEMENT:
County Counsel has reviewed the amended Conflict of Interest Code. The proposed Code, as amended and submitted, is lawful under the Political Reform Act of 1974. .

FINANCING:
There is no fiscal impact upon the County of Monterey resulting from the Board's approval of the amended Conflict of Interest Code.

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:
Approval of the amended Conflict of Interest Code fulfills the Board's statutorily designated role as the code reviewing body pursuant to the Political Reform Act.
