a. Approve and authorize the Acting Director of the Department of Social Services to sign an agreement with Goodwill Central Coast for $1,400,000 to provide Expanded Subsidized Employment training, supervision, intensive case management, and job performance evaluations for CalWORKs Welfare-to-Work customers, for the period July 1, 2019 through June 30, 2020; and
b. Authorize the Acting Director or the Director of the Department of Social Services to sign up to three (3) amendments to this agreement where the total amendments do not exceed 10% ($140,000) of the original contract amount, and do not significantly change the scope of work.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve and authorize the Acting Director of the Department of Social Services to sign an agreement with Goodwill Central Coast for $1,400,000 to provide Expanded Subsidized Employment training, supervision, intensive case management, and job performance evaluations for CalWORKs Welfare-to-Work customers, for the period July 1, 2019 through June 30, 2020; and

SUMMARY/DISCUSSION:
The Expanded Subsidized Employment Program is one of the California Work Opportunity and Responsibility to Kids (CalWORKs) early engagement strategies being implemented as a result of the passage of AB 74 Chapter 21, Statutes of 2013; Welfare and Institutions Code (WIC) Sections 11322.63 and 11322.64.
