a. Approve and authorize the Acting Director of the Department of Social Services to sign Amendment #2 to Agreement A-13574 with Rebekah Children’s Services adding $340,000 for a revised contract total of $1,700,000 and extending the term for 6 months to provide intensive Wraparound Care Coordination for foster youth and their families for a revised term of July 1, 2017 through December 31, 2019; and
b. Authorize the Acting Director or the Director of the Department of Social Services to sign up to three (3) amendments to this Agreement, where the total amendments do not exceed 10% ($170,000) of the original contract amount, and do not significantly change the scope of work.

RECOMMENDATION
It is recommended that the Board of Supervisors:
a. Approve and authorize the Acting Director of the Department of Social Services to sign Amendment #2 to Agreement A-13574 with Rebekah Children’s Services adding $340,000 for a revised contract total of $1,700,000 and extending the term for 6 months to provide intensive Wraparound Care Coordination for foster youth and their families for a revised term of July 1, 2017 through December 31, 2019; and
b. Authorize the Acting Director or the Director of the Department of Social Services to sign up to three (3) amendments to this Agreement, where the total amendments do not exceed 10% ($170,000) of the original contract amount, and do not significantly change the scope of work.
SUMMARY/DISCUSSION:
Wraparound Monterey County (WMC) is one of the pillars of practice outlined in AB 403 Continuum of Care Reform (CCR). It offers an alternative service provision to return or keep children with high needs in the community, ideally reuniting children safely with their families of origin. The program is a collaborative partnership among Monterey County Departments of Social Services (DSS), Probation, and Children’s Behavioral Health (CBH) that has been serving youth since 2002.
WMC provides intensive case management, individual and family services, and a cost-effective fiscal model. This model includes a Wraparound Care Coordinator function, a Wraparound Administrative Service function and a Wraparound Provider Network. Under the recent implementation of the Continuum of Care Reform (CCR) within child welfare, the use of Wraparound Monterey County will now be redesigned in efforts to become more preventative and supportive to a wider group of children, youth and families involved in the Child Welfare, Probation and Behavioral Health system. DSS is working in partnership with CBH and Probation to extend the provision of Wraparound Monterey County beyond that of high-needs children and youth in order to support earlier safety, permanency and well-being for more families within Monterey County.
While DSS works with its partners on a Request for Proposal (RFP) process for this new iteration of Wraparound Monterey County, Rebekah Children’s Services (RCS) will continue to provide the Care Coordination function of Wraparound, coordinating the process and service needs through December 31, 2019. The ongoing provision of Wraparound, with a continuity of care for existing families, also continues to respond to the Katie A vs. Bonta class action lawsuit which requires the provision of Wraparound mental health and supportive services for children in, or at imminent risk of, placement in foster care in California.
OTHER AGENCY INVOLVEMENT:
The Auditor-Controller and Purchasing have reviewed and approved this agreement. County Counsel has approved the agreement as to form.
FINANCING:
This agreement is funded through Realignment Funds. Sufficient appropriations and estimated revenues in SOC001 are included in the FY 2019-20 Recommended Budget.
BOARD OF SUPERVISORS STRATEGIC INITIATIVES:
This agreement correlates to the Health & Human Services and Administration Strategic Initiatives adopted by the Board of Supervisors by providing Wraparound Care Coordination for high-needs youth and their families to assist at-risk youth with high-need emotional and behavioral issues overcome challenges and remain in their home and community.
