Report

RECOMMENDATION:

It is recommended that the Board of Supervisors:

a. Approve and authorize the Acting Director of the Department of Social Services to sign Amendment #1 to PSA 1925 with Door to Hope adding $311,000 to increase the contract total to $384,016 and extending the term for two years for a revised end date of June 30, 2021 to continue the Parents and Teachers (PAT) Program which provides parent education to families who are involved with, or at-risk of, child protective services intervention; and

b. Authorize the Acting Director or the Director of the Department of Social Services to sign up to three (3) additional amendments to this agreement where the total amendments do not exceed 10% ($38,401) of the current amended contract amount, and do not significantly change the scope of work.

 

SUMMARY/DISCUSSION:

This agreement provides ongoing interactive parent education services to families in need of, or at-risk for child protective services intervention. These families fall within one of the following three categories:

1.                     Parents involved with prevention and early intervention services, including the county’s differential response program, Pathways to Safety,

2.                     Parents who are receiving Court Mandated or Voluntary Family Maintenance Services, and

3.                     Parents who receive Court Mandated or Voluntary Family Reunification Services.

 

This service is provided on a one-on-one basis, and incudes hands on instruction by certified Parent Educators with a focus on enhancing the parents’ knowledge of child development and parenting skills. The purpose of this amendment is to increase the budget and term of this contract to allow Door to Hope to meet the growing need of parents who are potentially eligible to, and would greatly benefit from these services without a cost associated to the parents, many of whom do not meet the medical necessity threshold required for Medi-Cal to cover the cost of such services. These services may be provided to any number of the 292 families currently receiving Court Mandated or Voluntary Family Reunification or Family Maintenance services.

 

OTHER AGENCY INVOLVEMENT:

The Auditor-Controller and Purchasing have reviewed and approved this agreement. County Counsel has approved the agreement as to form.

 

FINANCING:

This agreement is fully funded with Social Services Federal and State revenues, and Realignment funds. Sufficient appropriations and estimated revenues for SOCOO5 are included in the FY 2019- 20 Recommended Budget.  Funds are anticipated to be available for the term of this agreement and future fiscal year costs will be requested through the corresponding budget process. 

 

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

This amendment correlates to the Health & Human Services Strategic Initiative adopted by the Board of Supervisors by allowing the Department to improve the quality of life for families by providing interactive parent education services to families in need of, or at risk of, child protective services intervention.
