a. Approve and authorize the Acting Director of the Department of Social Services to sign an agreement for $1,018,954 with Action Council of Monterey County to provide administration, leadership, and coordination for Differential Response, also known as Pathways to Safety, for the period July 1, 2019 through June 30, 2020; and
b. Authorize the Acting Director or the Director of the Department of Social Services to sign up to three (3) amendments to this agreement where the total amendments do not exceed 10% ($101,895) of the original contract amount, and do not significantly change the scope of work.

RECOMMENDATION
It is recommended that the Board of Supervisors:
a. Approve and authorize the Acting Director of the Department of Social Services to sign an agreement for $1,018,954 with ACTION Council of Monterey County to provide administration, leadership, and coordination for Differential Response, also known as Pathways to Safety, for the period July 1, 2019 through June 30, 2020; and
b. Authorize the Acting Director or the Director of the Department of Social Services to sign up to three (3) amendments to this agreement where the total amendments do not exceed 10% ($101,895) of the original contract amount, and do not significantly change the scope of work.
SUMMARY/DISCUSSION:
This agreement provides leadership, administration, quality assurance, and coordination for Differential Response, also known as Pathways to Safety. Differential Response is a strategic way of responding to the reports of abuse and neglect received by Monterey County Family and Children’s Services (FCS). This approach to evaluating and improving family and child well-being improves a community’s ability to keep children safe. This is accomplished by responding early and in a more meaningful way to reports of abuse and neglect before family difficulties escalate to the point of harm (What Works Policy Brief; Foundation Consortium for California’s Children and Youth).
Monterey County FCS, in coordination with our community partners, has been working with the ACTION Council of Monterey County to provide and support a network of prevention, early intervention, and family case management.
OTHER AGENCY INVOLVEMENT:
The Auditor-Controller and Purchasing have reviewed and approved this agreement. County Counsel has approved the agreement as to form.
FINANCING:
This Agreement is funded Social Services realignment funds and with County General Fund Contributions. Sufficient appropriations for SOCOO5 are included in the FY 2019- 20 Recommended Budget.
BOARD OF SUPERVISORS STRATEGIC INITIATIVES:
This Agreement correlates to the Health & Human Services Strategic Initiative adopted by the Board of Supervisors by allowing the Department to improve the quality of life for children at risk of abuse and neglect by expanding the Department’s ability to work in collaboration with the community to provide early and meaningful interventions for families.
