Report

 RECOMMENDATION

It is recommended that the Board of Supervisors:

a. Approve and authorize the Acting Director of the Department of Social Services to sign an agreement with Hartnell Community College for $236,770 to lead an Independent Living Program for current and former foster youth ages 14 to 24 for the period of July 1, 2019 through June 30, 2021; and

b. Authorize the Director or the Acting Director of the Department of Social Services to sign up to three (3) amendments to this agreement where the total amendments do not exceed 10% ($23,667) of the original contract amount, and do not significantly change the scope of work.

 

SUMMARY/DISCUSSION:

The Hartnell College Independent Living Program (ILP) is a program that serves the needs of eligible current and former foster youth ages 14 to 24.  The program emphasizes the four ILP domains: education, employment, finance and daily living skills.  Hartnell will lead this program in partnership with the Monterey County Department of Social Services (DSS) and Monterey County Probation Department.   The scope of these responsibilities is multi-layered to include administrative tasks, curriculum development, event planning, daily life skills training and supervision/mentoring of Transition Age Youth (TAY).  The Hartnell College Independent Living Program collaborates with many County departments, local organizations and businesses such as: The Monterey County Department of Social Services, Monterey County Probation Department, the Epicenter, Peacock Acres, the Monterey Youth Employment Program, Monterey Rape Crisis Center, United Way of Monterey County, Sun Street Center, Calvary Church and others.

In 2016-2017 there was a total of 6 Pre-ILP workshops, 12 ILP workshops and 11 Non-Minor Dependent (NMD) workshops.  There was a total of 8 events with 104 attendees. In 2017-2018 there was a total of 8 Pre-ILP workshops, 14 ILP workshops and 13 NMD workshops.  There was a total of 9 events and 101 attendees.

Along with this ILP contract, DSS also holds an additional contract with Hartnell Community College for the provision of caregiver and community partner trainings.

 

OTHER AGENCY INVOLVEMENT:

The Auditor-Controller and Purchasing have reviewed and approved this agreement. County Counsel has approved the agreement as to form.

 

FINANCING:

This Agreement is funded with Federal Social Services revenues and Realignment funds. Sufficient appropriations and estimated revenues are included in the FY 2019-20 Recommended Budget and are anticipated to be available for the life of the Agreement. Future fiscal year costs will be requested in through the FY 2020-21 budget process.

 

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

This Agreement correlates to the Health & Human Services Strategic Initiative adopted by the Board of Supervisors by allowing DSS to partner with Hartnell Community College to provide hands-on, experiential and classroom training to ILP eligible current and former foster youth ages 14 to 24.
