RECOMMENDATION
It is recommended that the Monterey County Water Resources Agency Board of Directors:
Receive an update on the Monterey Peninsula, Carmel Bay and South Monterey Bay Integrated Regional Water Management Regional Water Management Group and authorize the General Manager to sign the amended Memorandum of Understanding.
SUMMARY/DISCUSSION
To meet requirements for the Integrated Regional Water Management (IRWM) Grant Program, three IRWM Plans have been developed within the geographical boundaries of Monterey County:
* Pajaro River Watershed IRWM Plan (May 2007)
* Monterey Peninsula, Carmel Bay and South Monterey IRMM plan (November 2007, amended March 2009, updated 2014, 2019 update in progress)
* Salinas Valley IRWM Functionally Equivalent Plan (May 2006, amended October 2008) and revised to become the Greater Monterey County IRWM Plan (April 2013, revised September 2018)
MCWRA has been a member of the Regional Water Management Group (RWMG) for both the Greater Monterey County IRWM Plan and the Monterey Peninsula, Carmel Bay and South Monterey IRMM plan since their inception. In 2008, MCWRA was signatory to the Monterey Peninsula, Carmel Bay and South Monterey RWMG MOU. In anticipation of Proposition 1 funding from DWR under this program, the RWMG for the Monterey Peninsula, Carmel Bay and South Monterey IRWM plan has been expanded and the MOU amended to reflect the current status of the RWMG and IRWM program.
MCWRA does not currently have any projects identified for grant funding in the Monterey Peninsula, Carmel Bay and South Monterey IRMM plan.
OTHER AGENCY/COMMITTEE INVOLVEMENT
On June 5, 2019 the MCWRA Planning Committee recommended the BOD authorize the General Manager to sign the MOU.
