RECOMMENDATION:
It is recommended that the Board of Supervisors, acting as the Board of Directors of the East Garrison Community Services District adopt a Resolution modifying the East Garrison Community Services District Advisory Committee By-Laws (Resolution 17-383), as proposed by the East Garrison Community Services District Advisory Committee.
SUMMARY/DISCUSSION:
On October 17, 2017, the Monterey County Board of Supervisors, acting as the Board of Directors of the East Garrison Community Services District (EGCSD) established the EGCSD Advisory Committee and adopted the Committee By-Laws.
On October 16, 2018, the EGCSD Advisory Committee took action to propose modifications to the By-Laws, pursuant to the EGCSD Advisory Committee By-Laws, Section 6, which states that the “The Committee shall, from time to time, propose rules and regulations for the conduct of its meetings. The rules and regulations proposed by the Committee shall be presented by the Resource Management Agency to the Board of Directors and, after approval by the Board of Directors, such rules and regulations shall govern the Committee.”
The modifications are mainly administerial and provide clarification for Committee Member attendance and duties, meeting scheduling, information management with regards to audio recordings of the meeting and a provision for inclusion of public comment. The Committee Members also added a Mission Statement for the Advisory Committee:
“The East Garrison Community Services District Advisory Committee's mission is to advise and make recommendations to the East Garrison Services District Board of Directors and the County Board of Supervisors on the Mello-Roos Service Tax component district budget & expenses for; public works, parks, recreation, water, sewer, refuse, lighting, and drainage services for the highest possible degree of cost effectiveness, efficiency, and service to all East Garrison residents.”

OTHER AGENCY INVOLVEMENT:
The Office of the County Counsel has reviewed and approved the report and the associated resolutions as to form and legality.
The EGCSD Advisory Committee took action to propose the By-Laws modifications and directed Resource Management Agency (RMA) staff to present their proposal to the Board of Directors for approval.
FINANCING:
Staffing and operations are funding through the East Garrison Community Services District fund for this action. The proposed changes to the by-laws would not increase resources needed to perform these duties. No additional funding is required.
BOARD OF SUPERVISORS STRATEGIC INITIATIVES:
The EGCSD Advisory Committee By-Laws modification meets Board of Supervisor Strategic Initiatives related to administration as it provides additional clarification to the existing By-Laws.
