Title: a. RECOMMENDATION:

It is recommended that the Board of Supervisors:

a.                     Approve and authorize the Director of Health or Assistant Director of Health to execute a three (3) year Standard Agreement with LocumTenens.com to refer Locum Tenens Psychiatric Service Providers for the provision of mental health treatment services to adults and children with psychiatric impairments and disabilities in the amount of $6,600,000 for Fiscal Year (FY) 2019-20 through FY 2021-22, for a total Agreement not to exceed the amount of $6,600,000 for the term of July 1, 2019 through June 30, 2022; and

b.                     Approve and authorize the Director of Health or Assistant Director of Health, to approve up to three (3) future amendments that do not exceed ten percent (10%) ($660,000) of the original Agreement amount and do not significantly alter the scope of services.

 

SUMMARY/DISCUSSION:

Locum Tenens are licensed Physicians and Healthcare Professionals who are Board Certified or Board Eligible or have equivalent training and experience.  LocumTenens.com provides temporary medical services in accordance with applicable Federal, State, and County laws, rules, regulations, and policies. The County of Monterey engages Physicians who provide Locum Tenens services in areas of critical medical need where sufficient permanent staffing is not available. 

 

This new Standard Agreement with LocumTenens.com replaces Agreement A-13117, which expires on June 30, 2019.  LocumTenens.com provides temporary physician placement services that meet Monterey County temporary placement standards. 

 

It is 'mission critical' that the County provide a continuity of mental health care pursuant to the requirements of the Bronzan-McCorquodale Act (California Welfare & Institutions Code Section 5600 et seq.), Part 2.5 of Division 5 of the California Welfare & Institutions Code, and Titles 9 and 22 of the California Code of Regulations.

 

This Agreement contains the County’s standard 30-day “no cause” provision (Section 7.01), a “good cause” provision effective immediately (Section 7.02), and a defunding provision (Section 7.03).

 

This work supports the Monterey County Health Department 2018-22 Strategic Plan initiative:  3. Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services.  It also supports one of the ten essential public health services, specifically:  8. Assure competent public and personal health care workforce.

 

OTHER AGENCY INVOLVEMENT:

County Counsel-Risk Management and Auditor-Controller have reviewed and approved this Agreement as to legal form and fiscal provisions respectively. 

 

FINANCING:

This Agreement is funded by Realignment (69%) and Federal Financial Participation (FFP) (31%).  The funds for this Agreement are included in the Health Department Behavioral Health Bureau (HEA012, Unit 8410) Fiscal Year (FY) 2019-20 requested Budget.  Any unused contract authority will be fully budgeted in the subsequent FYs, through the term of the Agreement.
