RECOMMENDATIONS:
It is recommended that the Board of Supervisors:
a. Approve a Memorandum of Understanding (MOU) between the City of Gonzales and the County of Monterey for shared responsibilities to complete the Gloria Road/Iverson Road/Johnson Canyon Road Pavement Rehabilitation Project; and
b. Authorize the Resource Management Agency Director to sign the MOU.
SUMMARY:
The designated truck access route for the Johnson Canyon Landfill is via Gloria Road, Iverson Road and Johnson Road, which impacts roads within and around the City of Gonzales. Rehabilitation of these sections of Gloria Road, Iverson Road, and Johnson Canyon Road are needed given the poor pavement condition of these roads. City and County staff worked together on drafting an agreement to partner and coordinate these road improvements within each entities’ jurisdictional boundary. An environmental impact report (EIR) for the landfill includes mitigation which requires Salinas Valley Solid Waste Authority (SVSWA) pay its fair share toward road improvements which has been established to be $2,300,000.
The Resource Management Agency (RMA) recommends approval of an MOU with the City of Gonzales (“City”) for the Gloria Road/Iverson Road/Johnson Canyon Road Pavement Rehabilitation Project (“Project”).
DISCUSSION:
Gloria Road, Iverson Road, and Johnson Canyon are farm roads with low traffic volumes near the City of Gonzales. However, with the opening of the Johnson Canyon Landfill in 2007, the pavement has experienced accelerated deterioration due to the heavy truck traffic generated by the landfill. The designated truck access route for the landfill is around the City of Gonzalez via Gloria Road, Iverson Road and Johnson Road. Currently the average pavement condition index (PCI) for these roads is 24 (out of 100), ranging from a poor to very poor pavement condition.
RMA and City staff have been cooperatively working on a plan to reconstruct the pavement structures that addresses the increased truck traffic. The proposed MOU outlines roles and responsibilities for the Project. Under the MOU, the City would initiate and complete the design of the Project, and the County would advertise, award and manage the construction of the Project. Costs for the Project, currently estimated at $10.5 million, would be split on a pro-rata basis. It is anticipated the Project will take approximately two (2) years to complete, including design and construction.
As part of the adoption of the Environmental Impact Report (EIR) that supported the conditional use permit (CUP) establishing the Johnson Canyon Landfill, SVSWA was conditioned to provide the County of Monterey a fair-share contribution toward upgrading farm roads between Highway 101 and the landfill entrance to a truck-haul route standard. The CUP for the landfill also identified the haul route between Highway 101 and the landfill entrance via Gloria Road, Iverson Road and Johnson Canyon Road.
Thus, separately but related to this MOU, staff is pursuing a funding agreement with SVSWA to obtain their fair-share financial contribution for the Project. SVSWA has agreed that their fair share portion of such improvements will not exceed $2,300,000, of which $76,206.40 has already been expended by the SVSWA to conduct preliminary engineering evaluation work on the road pavement sections. Staff understands that SVSWA has set aside $2,218,937 for this Project in their adopted annual budget. In addition, County and City have requested that SVSWA provide in-kind services for accepting material to recycle and providing recycled material for the Project. The funding agreement with SVSWA for their fair share of the Project cost has not been finalized. It is anticipated that the funding agreement will be presented to the Board of Supervisors for consideration later this calendar year.
OTHER AGENCY INVOLVEMENT:
RMA has collaborated with the City and SVSWA staff in drafting the MOU and developing terms for said MOU. The Office of the County Counsel-Risk Management has reviewed the MOU as to form and legality.
FINANCING:
The planning level estimate for the design phase is $1.5 million and the construction phase is estimated at $9 million, bringing the overall Project cost estimate to $10.5 million. The Project is part of the County’s Capital Improvement Program (CIP) and is listed in the RMA’s Road Fund Work Plan for the current fiscal year (FY2018/19) and next fiscal year (FY2019/20) in the amount of $810,000 and $750,000, respectively for design/environmental and right of way costs. SVSWA funds would reduce cost to the County and City, making the total shared cost approximately $8.2 million to be divided between the County and the City on a pro-rata basis. The County’s share of the Project cost is anticipated to be funded by SB1 funds. The balance of the Project funds would come from the City, per the proposed MOU. Since the project limits straddles the city-county limits, the split for the project costs between the City and County will be based on the costs in each of the respective jurisdictions.
BOARD OF SUPERVISORS STRATEGIC INITIATIVES:
Gloria Road/Iverson Road/Johnson Canyon Road Pavement Rehabilitation Project is needed to provide a safe access to adjacent farmlands and the Johnson Canyon Landfill.
